The next order <strong>of</strong> business was a review <strong>of</strong> requirements <strong>for</strong> teaching permits. At this time applicants wishingto apply <strong>for</strong> teaching permits must apply and appear be<strong>for</strong>e <strong>the</strong> Board to determine <strong>the</strong>ir eligibility <strong>for</strong> such permit. TheBoard staff will look into <strong>the</strong> requirements <strong>of</strong> o<strong>the</strong>r <strong>dental</strong> <strong>board</strong>s <strong>for</strong> teaching permits in <strong>the</strong>ir states.The next order <strong>of</strong> business was an update concerning web based licensure renewals. The staff in<strong>for</strong>med <strong>the</strong> Board<strong>of</strong> <strong>the</strong>ir meeting with <strong>the</strong> Treasurer’s E-Government Division and <strong>the</strong> possibility <strong>of</strong> having online renewals up be<strong>for</strong>e <strong>the</strong>next renewal period.At this time <strong>the</strong> meeting was adjourned <strong>for</strong> <strong>the</strong> day.26

Thereafter <strong>the</strong> Board'sPresident, Dr. George D. Conard, Jr., called <strong>the</strong> meeting to order. Dr. Conard determined this meeting was properly noticedwith <strong>the</strong> Secretary <strong>of</strong> State's <strong>of</strong>fice and a sufficient number <strong>of</strong> Board members were in attendance to constitute a quorum.The quorum was determined by <strong>the</strong> presence <strong>of</strong> Dr. Conard, Dr. Paletta, Mrs. Arceneaux, Dr. Eckley, Dr. Edwards, Mr.Ford, Dr. Gerber, Dr. Meadows, and Mrs. Stevens. There<strong>for</strong>e, <strong>the</strong> meeting <strong>of</strong> <strong>the</strong> West Virginia Board <strong>of</strong> Dental Examinerswas called to order.At this time, <strong>the</strong> President announced <strong>the</strong> need <strong>for</strong> an Executive Session to consider matters under provisionscontained in Chapter 6, Article 9A, Section 4, not limited to, but primarily <strong>for</strong> those contained in Subsections (4) and (6).Upon motion by Dr. Craig L. Meadows, and properly seconded by Dr. David G. Edwards, and unanimouslypassed, <strong>the</strong> Board went into an executive session. The Assistant Executive Secretary and Senior Assistant Attorney Generalwere asked to leave <strong>the</strong> meeting at this time. Thereafter, <strong>the</strong> Board came back into a general session upon motion by Dr.David G. Edwards, and properly seconded by Mrs. Beverly L. Stevens, and unanimously passed. At this time <strong>the</strong> AssistantExecutive Secretary and Senior Assistant Attorney General came back into <strong>the</strong> meeting.The next order <strong>of</strong> business was a discussion <strong>of</strong> filling <strong>the</strong> vacant Executive Secretary position. A motion wasmade by Dr. C. Richard Gerber and seconded by Dr. Craig L. Meadows to hire Dr. Richard Duff Smith <strong>for</strong> <strong>the</strong> vacantposition. After fur<strong>the</strong>r discussions concerning advertising <strong>the</strong> job to ensure all possibilities have been considered, <strong>the</strong>motion was tabled until <strong>the</strong> meeting on <strong>the</strong> 14th. Upon motion <strong>of</strong> Mrs. Camille A. Arceneaux, and properly seconded byDr. Craig L. Meadows, and unanimously passed, Dr. George D. Conard, Jr., will be <strong>the</strong> Acting Executive Secretary withoutpay until <strong>the</strong> position is filled.At this time, <strong>the</strong> President announced <strong>the</strong> necessity <strong>of</strong> going back into Executive Session so complaint committeescan meet with Counsel to discuss complaint cases. Upon motion by Dr. C. Richard Gerber, and properly seconded by Mr.William E. Ford, III, and unanimously passed <strong>the</strong> Board went into an Executive Session.
