Thispamphlet provides an overview of students'rights with regard to filing a complaintagainst a school and accessing the tuitionreimbursement fund if they are a victim ofcertain violations by the school.Trade schools which are licensed by theNew York State Education Department andbusiness schools which are registered by thisDepartment are required to meet veryspecific standards under the Education Lawand Commissioner's Regulations. Thesestandards are designed to help insure theeducational appropriateness of the programswhich schools offer. It is important for youto realize that the New York State EducationDepartment's Bureau of Proprietary <strong>School</strong>Supervision closely monitors and regulatesall non-degree granting proprietary schools.The schools are required to have theirteachers meet standards in order to belicensed by the Department. <strong>School</strong>s are alsorequired to have their curriculum approvedby the New York State EducationDepartment every three years, therebyhelping to insure that all curriculum offeredin the schools are educationally sound.In addition, staff members of the Bureau ofProprietary <strong>School</strong> Supervision are often inthe school buildings monitoring theeducational programs being offered. Theinterest of the New York State EducationDepartment is to insure that the educationalprogram being offered meets your needs andthat your financial investment is protected.The New York State EducationDepartment's Bureau of Proprietary <strong>School</strong>Supervision wishes you success in yourcontinued efforts to obtain the necessaryskill training in order to secure meaningfulemployment. In addition, Bureau staff willcontinue to work with all the schools to helpinsure that a quality educational program isprovided to you.Who can file a complaint?If you are or were a student or an employeeof a Licensed Private or Registered Business<strong>School</strong> in the State of New York and youbelieve that the school or anyonerepresenting the school has actedunlawfully, you have the right to file acomplaint with the New York StateEducation Department.What can a student or employee complainabout?You may make complaints about theconduct of the school, advertising, standardsand methods of instruction, equipment,facilities, qualifications of teaching andmanagement personnel, enrollmentagreement, methods of collecting tuition andother charges, school license or registration,school and student records, and privateschool agents.Page 1 of 4
