1INTRODUCTIONRULES:• The Gujarat Factories Rules 1963 under theFactories Act, 1948 as amended in 1995• The Manufacture, Storage and Import ofHazardous Chemicals Rules, 1989 as amended in1994, 2000 and 2004• The Public Liability Insurance Rules, 1991 asamended in 1992• The Chemical Accidents (Emergency Planning,Preparedness and Response) Rules, 1996• Explosive Rules, 2008• Central Motor Vehicles Rules, 1989• Hazardous Wastes (Management, Handling andTransbounary Movement) Rules, 2008.1.8.2 KEY REGULATORY BODIESThe primary responsibility for dealing with chemicalemergencies lies with the following:Government of India: The Ministry of Environment andForests has been designated as the nodal ministry forchemical accidents.GOVERNMENT OF <strong>GUJARAT</strong>:• Gujarat State Disaster Management AuthorityUnder DM Act 2005 and GSDM Act 2003• The Department of Labour and Employment viathe Directorate of Industrial Safety and Healthunder MSIHC Rules• The other regulatory authorities who are givena role in enforcing MSIHC Rules are the ChiefInspector of Dock Safety, appointed under theDock Workers (Safety Health and Welfare) Act,1986, the Chief Inspector of Mines, appointedunder the Mines Act, 1952, the Atomic EnergyRegulatory Board, appointed under Atomic EnergyAct, 1972, and the Chief Controller of Explosives(now known as PESO), appointed under the IndianExplosives Act and Rules, 1983.1.9 ORGANIZATION OF THE <strong>PLAN</strong>Chapter one of this plan is the introduction to thebackground, need and processes of developing this StateChemical DMP. Chapter two describes the chemicalhazards existing in the State with a brief synopsisof risks and vulnerability. Chapter three summarizeskey recommendations for prevention and mitigation.Chapter four provides key recommendations to improvethe preparedness to respond to chemical disasters.Chapter five is the response plan which is based onthe assumption that the preparedness level as perchapter four is achieved. Chapter six summarizeskey recommendations and activities for recovery andreconstruction post chemical disasters.
