Adopted Site Specific Policies and Proposals Development Plan DocumentAshillGristonGuistHarlingHockeringHockhamIckburghKenninghallLitchamLonghamThompsonTittleshallWattonWeasenhamWeetingWhissonsettYaxham (Clint Green)YaxhamLittle CressinghamDecisions on the type and scale of development within and outside of settlement boundaries will be basedon the policies contained within the adopted Breckland Core Strategy Development and Control PoliciesDPD.Reasoned Justification4.1 The outgoing Breckland Local Plan (adopted 1999) contained 83 rural settlement boundaries and thesewere rolled forward into the Proposals Map that accompanied the adoption of the Core Strategy in 2009. Themajority of these rural settlement boundaries were taken from maps of village guidelines prepared in the mid-1980sprepared in line with the then Norfolk County Structure Plan policy. In some cases the adopted Local Plansettlement boundary simply carried over the former village guideline. In other cases, the preparation of the LocalPlan enabled the authority and landowners/developers the opportunity to present amended settlement boundaries.In a minority of cases, some village guidelines were removed and not replicated in the Local Plan.4.2 The Core Strategy and Development Control Policies Development Plan Document confirm that SettlementBoundaries remain a valid policy response in Breckland to achieve the twin objectives of focusing the majorityof development towards existing settlements whilst simultaneously protecting the surrounding countryside. PolicyCP14 of the adopted Core Strategy sets out the strategic planning approach for sustainable rural communitiesin Breckland. This approach proposes that Settlement Boundaries will be defined for rural communities wherethere are key local services; food shop, post office, pub, doctor’s surgery, primary school, and good publictransport links or local employment opportunities. Policy CP14 commits Breckland to review Settlement Boundariesin the Site Specific Policies and Proposals Document. Policy CP14 also requires amendments in the review toresult in logical and defensible Settlement Boundaries.4.3 Therefore, the settlement boundaries as identified on the Proposal Maps have been prepared in accordancewith the Core Strategy and spatially define where particular policies will be applied.50
Adopted Site Specific Policies and Proposals Development Plan Document5 Monitoring and Implementation Framework5.1 Monitoring and implementation is one of the key elements within the planning system and the preparation of Local Development Frameworks.The policies within this document reflect the targets and objectives of the Core Strategy and Development Control Policies DPD, whilst themonitoring and implementation framework aims to provide information on the implementation of these proposals.5.2 Whilst it is expected for the sites to conform with the policies within the Core Strategy and Development Control Policies DPD, the keytargets and indicators within this document, relate to the delivery of the specific sites. Once the Site Specific Policies and Proposals DPD isadopted, the performance of each of the site allocations and the changes to the settlement boundaries will be monitored in regards to the targetsand indicators of the monitoring and implementation framework.
