Conduct InstructionsCopy <strong>of</strong> letter No. 4174-P-54/17154, dated the 28th July, 1954 from the <strong>Chief</strong> <strong>Secretary</strong> toGovernment, Punjab to all Heads <strong>of</strong> Departments etc., etc.Subject :- Instructions relating to interviews with Ministers.I am directed to refer to the <strong>instructions</strong> contained in Punjab Government letter No. 6917-PG/7072, dated the 18th July, 1950, in which it was directed that subordinate <strong>of</strong>ficers, should refrain fromapproaching Ministers directly, or indirectly through M.L.As. or others in connection with personalgrievances, and to say that Government have now reconsidered the whole question <strong>of</strong> the accessibility<strong>of</strong> Ministers to <strong>of</strong>ficers, and have decided that if a subordinate <strong>of</strong>ficer wishes to bring a grievance orany other matter to the notice <strong>of</strong> the Minister-in-charge, he may seek an interview with him by a writtenrequest, to be addressed through proper channel. Such an application must disclose the object <strong>of</strong> theinterview, and the superior <strong>of</strong>ficer, while forwarding the application, may express his own view in thematter. Permission for interviews should normally be granted reply, but if in any case it is proposed torefuse a request for an interview, the Minister should invariably be informed, and the refusing authorityshould state the reasons for which the interview is being refused. It is hoped that this procedure willdeter subordinate <strong>of</strong>ficers from resorting to the irregular practice <strong>of</strong> approaching Ministers directly,without the knowledge <strong>of</strong> their superior <strong>of</strong>ficers, or indirectly through M.L.As, and others. It is proposedthat, in future, if any case comes to the notice <strong>of</strong> Government in which <strong>of</strong>ficers have acted contrary tothese <strong>instructions</strong> suitable action will be taken against him. This may kindly be brought to the notice<strong>of</strong> all members <strong>of</strong> your staff.___________Copy <strong>of</strong> Punjab Government Circular letter No. 12897-G-54/1775, dated the 18th January, 1955,from the <strong>Chief</strong> <strong>Secretary</strong> to Government Punjab, addressed to all Heads <strong>of</strong> Departments, etc., etc.Subject:- Prohibition <strong>of</strong> plural marriages by Government servants.I am directed to say that in the I.A.S. (Recruitment) Rules, 1954, recently published, theGovernment <strong>of</strong> India have provided that no person who has more than one wife living shall be eligiblefor appoint to the service; provided that the Central Government may if satisfied, that there are specialgrounds for doing so, exempt any person from the operation <strong>of</strong> this provision. In the same way, it hasbeen laid down in the I.A.S. (Conduct) Rules, 1954, that no Government servant who has a wife livingshall contract another marriage without first obtaining the permission <strong>of</strong> the Government <strong>of</strong> India,notwithstanding that such marriage is permissible under the personal law for the time being applicableto him. The Government <strong>of</strong> India have also decided that the principles embodied in the above provisionscontained in the all India Service Rules should· also govern the recruitment and conditions <strong>of</strong> Service<strong>of</strong> other Central Government Servants and they propose to include a provision similar to that in thelAS. (Conduct), Rules, 1954 referred to above in there revised Government Servants Conduct Rulesand the other provision in the various service rules. Meanwhile they have decided that these principlesshould be observed as if the relevant rules had in fact been amended in this respect.2. The Punjab Government have after due consideration decided to make similar provision forgoverning the recruitment and condition <strong>of</strong> service <strong>of</strong> State Government Servants and to amend the7
