Compendium <strong>of</strong> Instructions on Conduct & Duties—Vol. VICopy <strong>of</strong> Punjab Government letter No. 3672-Gll-59/248, dated the 11th May, 1959 from the<strong>Chief</strong> <strong>Secretary</strong> to Government Punjab, to all Heads <strong>of</strong> Departments etc., etc.Subject :- Approach to Members <strong>of</strong> the State Legislature.I am directed to say that in spite <strong>of</strong> repeated <strong>instructions</strong> issued on the subject, from time totime, Government have noticed with regret an increasing tendency on the part <strong>of</strong> Government servantsto approach members <strong>of</strong> the State Legislature for the redress <strong>of</strong> their grievances connected with theirconditions <strong>of</strong> service etc. In this connection I am also to invite your attention to rule 20 <strong>of</strong> the GovernmentServants Conduct Rules, 1955, which inter-alia lays down that no Government servant shall approachany members <strong>of</strong> the State Legislature or <strong>of</strong> Parliament with a view to get his grievances removed or t<strong>of</strong>urthering any object. It has come to the notice <strong>of</strong> Government that neither the executive <strong>instructions</strong>issued on the subject nor the statutory provisions <strong>of</strong> Rule 20 ibid are being adhered to by the Governmentservants. Such a practice is not only contrary to the rules but subverts discipline and should, therefore,be completely stopped. I am to request that all Government servants serving under you should bemade to note these <strong>instructions</strong> carefully and told in express terms that any breach there<strong>of</strong> will underthem liable to disciplinary action._________Copy <strong>of</strong> Circular letter No. 4198/GH-59/5323, dated the 20th June, 1959, from the <strong>Chief</strong><strong>Secretary</strong> to Government, Punjab to all Heads <strong>of</strong> Departments, etc., etc.Subject :- Seeking redress in Courts <strong>of</strong> Law by Government servants <strong>of</strong> grievances arising out <strong>of</strong>their employment or conditions <strong>of</strong> service.Sir,In supersession <strong>of</strong> the <strong>instructions</strong> contained in Punjab Government letter No. 10208-G-52/5381, dated the 25th January, 1953, on the subject noted above. I am directed to communicate thefollowing revised <strong>instructions</strong> in this respect for your information and guidance :–(a)(b)Government servants seeking redress <strong>of</strong> their grievances arising out <strong>of</strong> theiremployment or conditions <strong>of</strong> service should in their own interest and also consistentlywith <strong>of</strong>ficial property and discipline, first exhaust the normal <strong>of</strong>ficial channels <strong>of</strong>redress before they take the issue to a court <strong>of</strong> law.Where, however, permission to sue Government in a court <strong>of</strong> law for the redress <strong>of</strong>such grievances is asked for by any Government servant either before exhaustingthe normal <strong>of</strong>ficial channels <strong>of</strong> redress or after exhausting them, he may be informedthat such a permission is not necessary and that if he decides to have recourse to acourt <strong>of</strong> law, he may do so on his own responsibility.__________22
