Compendium <strong>of</strong> Instructions on Conduct & Duties—Vol. VIDepartments without such Government servant, having obtained previous sanction <strong>of</strong> the Government.Government had been advised that in the absence <strong>of</strong> any general or special order in this behalf: it isnecessary for a Government servant to take previous sanction <strong>of</strong> Government to join a, Co-operativeSociety. This position should, therefore be brought to the notice <strong>of</strong> all Government servants workingunder your control.2. It has however, been represented to the Government that if formal sanction is taken inindividual cases, the enrolment <strong>of</strong> members <strong>of</strong> Co-operative Societies, Canteens and Stores will receivea set-back and this will not be desirable in view <strong>of</strong> Government policy to encourage such Co-operativeSocieties among Government servants to enable them to drive benefit from the Co-operative movement.Government have carefully considered this proposition and decided to expect all Government servantsgenerally from the operation <strong>of</strong> rule 12 <strong>of</strong> the Government Servants Conduct Rules, 1955 in so for as thefollowing types <strong>of</strong> Co-operative Societies formed by Government servants are concerned :-you.(i)(ii)(iii)(iv)(v)Service Co-operatives.Salary-earners Co-operative Thrift and Credit Societies.House Building Societies.Cooperative Stores and Canteens.Co-operative Societies connected with Social Welfare or Educational Work.These order may as well be brought to the notice <strong>of</strong> all Government servants working under__________Copy <strong>of</strong> Punjab Govt. Circular letter No. 728-8GS-62/1501, dated 15th January, 1962, from the<strong>Chief</strong> <strong>Secretary</strong> to Government, Punjab to all Heads <strong>of</strong> Departments, etc. etc.Subject :- Allegations against individual Government servants in the Press—Action to be taken inthe case <strong>of</strong> Government servants involved in legal proceedings— provision for legal andfinancial assistance.I am directed to say that Government have for some time past being considering the question<strong>of</strong> adopting a suitable procedure in regard to the action to be taken in the case <strong>of</strong> allegations againstindividual Government Servants in the Press and to provide legal and financial assistance to theGovernment servant involved in legal proceedings and have decided as follows :—2. When allegations are made in the Press or by individuals against a Government servant inrespect <strong>of</strong> his <strong>conduct</strong> in the discharge <strong>of</strong> his public function a preliminary confidential enquiry by asenior <strong>of</strong>ficer may be ordered by Government, depending on the nature <strong>of</strong> the case.3. If such an enquiry leads to the conclusion that the allegations are based on ignorance,insufficient information or even malice it should be further considered whether, having regard to thenature and circumstances <strong>of</strong> the case, any action in a Court <strong>of</strong> Law is necessary to indicate the <strong>conduct</strong><strong>of</strong> the Government servant concerned, for in some case, more publication <strong>of</strong> the result <strong>of</strong> enquiry may26
