Conduct InstructionsPart I-Preliminary1. These Regulations shall be called the Punjab Public Service Commission (Limitation ofFunctions ) Regulations, 19552. In these Regulations unless there is something repugnant in the subject or context:(i)(ii)"Commission" means the Punjab Public Service Commission;'Initial appointment' means an appointment in the first instance to a service or postwhich does not involve the promotion or transfer of anyone already in the service ofthe Punjab Government.Part II-Limitations3. It shall not be necessary to .consult the Commission on the suitability of candidates for—(a)initial appointment to services or post, carrying an initial salary of two hundredninety nine rupees or less per mensem ;(b) initial appointment to services or post enumerated in the Schedule 'A' hereto annexed ;(c) appointment to a temporary post, for a period not exceeding six months ;(d)(e)(t)(g)(h)(i)(j)(k)appointment to a permanent post of a person temporarily for a period not exceedingsix months, if owing to an emergency having arisen, it is necessary, in the publicinterest to fill the vacancy immediately and there is likely to be undue delay in makingthe appointment after consultation with the Commission;promotions or transfers fr6m on service or post to another unless the service or postto which the promotion or transfer is made, is a service or post an initial appointmentto which must be referred to the Commission ;officiating promotions or transfers to any service or post, when at the time to makingthe promotion or transfers there is reason to suppose that the officiating promotionor transfers will be for not more than six months ;appointment to any service or post if such candidates have been Government servantswho have retired on pension from same service or from the same post or from ahigher class of service or from a higher post of a similar nature ;absorption in a regular allied service of a person who had been recruited initially ona temporary basis in consultation with the Commission and who has renderedsatisfactory service under the Punjab Government for a period of at least 10 yearsand considered suitable for permanent appointment;appointments by promotion or transfer from other service or posts to the services orposts enumerated in Schedule 'C' hereto annexed;Omitted;Omitted;9
