A POLICY FOR AFD WITHIN EACH CLASS OF HMOWhen specifying a system it is necessary to follow the principles of riskanalysis. The design and complexity of the system should reflect the riskpresented by the subject HMO and the type of occupier.The recommendations for system design outlined below are based on abroad risk analysis using data contained in BS 5839 : Part 6 : 2004. It isimportant to note that the recommendations will, in the majority ofcases, provide a reasonable level of protection. However, individualcharacteristics of the subject HMO should always be considered beforespecifying a particular system. For example, if it is clear that the dwelling issubject to unusually high risk factors such as if intended exclusively for elderlypersons, persons with social problems such as alcohol or drug abuse, orwhere there is sub-standard structural fire protection, then it may beconsidered appropriate to employ a higher standard.The following classes of HMOs will be considered:Houses converted to self-contained flats (including studio flats),each occupied by a single householdBedsit-type houses in multiple occupationShared housesFlats in multiple occupationLondon Fire Safety Guidance for Houses in Multiple OccupationVersion 2: 06/06
Houses Converted to Self-Contained Flats(Including Studio Flats), each Occupied by aSingle HouseholdONE OR TWO STOREY HOUSE CONVERTED TO SELF-CONTAINED FLATS, EACH OF WHICH IS OCCUPIED BY ASINGLE HOUSEHOLDThese are HMOs where no floor level exceeding 4.5m in height above groundand no floor greater than 200 m 2 in areaGrade D System• Mains wired smoke alarms with battery back-up• Linked so that all sound when any one alarm is activated• May be wired to the local lighting circuit or alternatively to.a singleindependent circuit at the dwelling’s (i.e. house’s) main distributionboard – no other equipment to be connected to this circuit other than acircuit monitoring device.LD2 Category Coverage• Interlinked smoke alarms sited in staircase enclosure, landings andhallways and lobbies including internal hallway/lobby of each flat nearbut not outside the kitchen (false alarms).• Kitchen, bedrooms and living rooms not covered by smoke alarms.• If no internal hallway/lobby is provided smoke or heat alarms shall besited in the room(s) adjoining the staircase. Where cooking facilities areprovided they shall be heat alarms. In bedsits containing cookingfacilities, in addition to the heat alarm, a non-interlinked smoke alarm,with battery back-up, wired to the local lighting circuit and to sound onlyin the room concerned shall be provided.THREE, FOUR, FIVE OR SIX STOREY HOUSE CONVERTED TOSELF-CONTAINED FLATS, EACH OF WHICH IS OCCUPIED BYA SINGLE HOUSEHOLDThese are those HMOs where one or more level exceeds 4.5m above groundand/or any floor is greater than 200 m 2 in areaGrade A System Fire detection and alarm system designed and installed inaccordance with BS 5839: Part 1, except clauses relating to alarmaudibility, alarm warnings for the hearing impaired, manual callpoints, capacity of standby batteries, (and radio-linked systems)which are amended by BS 5839: Part 6.
