Consultant Level II:Minimum/<strong>General</strong> Experience:This position requires at least 5 years’ experience as wellas advanced knowledge of specific area of currenttechnology as required. May also require advancedknowledge of the principles, methods, and techniquesused in area of technical expertise and advancedknowledge of or certification in specific applications orprocesses depending on job assignment.Functional Responsibilities:Analyzes user needs to determine functionalrequirements for a wide variety of projects; performsfunctional allocations to identify tasks and their interrelationships;researches, identifies, and recommendsresources required for task execution and completion;performs functional modeling based on requirementsanalysis. Also serves as technical advisor to clients inassigned subject areas, recommends functionalchanges, and identifies areas for further investigation;consults with clients to determine optimum design forassigned projects; develops new systems or updatesexisting systems to meet client needs and identifiesemergent relevant technologies that may result inimprovements to current processes. Writes and updatesproject documentation including system procedures,presentations, and training materials; conducts functionaltesting of various systems. Alsorequires the ability to manage and ensure the successfulcompletion of multiple technical tasks in assignedprogram(s); advanced knowledge of the principles,methods, and practices associated with area of technicalexpertise and thorough knowledge of relevantgovernment regulations and standards.Functional Responsibilities:Manages and is responsible for the successfulcompletion of all tasks in assigned program areaincluding technical work, staff, and budget and financialactivities; supervises assigned technical andadministrative staff, including subordinate managers;directs daily staff and task activities to meet clientobjectives. Assures quality of task products, services,and deliverables, including participating in reviews,audits, and site visits; researches and verifies data inmonthly status reports including balances, costs,funding, and cost management. Coordinates andmonitors subcontractor and consultant activities andadministers subcontractor deliverables and finances.Develops, reviews, and approves plans, schedules, andother technical documents. Also prepares and providesvarious reports and technical reviews to management asrequested. Serves as a liaison with clients to coordinateactivities, negotiate tasks, and solve problems. Ensurescompliance with relevant corporate and governmentpolicies and standards and maintains all necessarydocumentation related to assigned tasks and projects.Program Manager:Minimum/<strong>General</strong> Experience:This position requires at least 7 years’ experienceincluding 2 years of supervisory experience. Alsorequires the ability to manage and ensure the successfulcompletion of multiple technical tasks in assignedprogram(s); advanced knowledge of the principles,methods, and practices associated with area of technicalexpertise and thorough knowledge of relevantgovernment regulations and standards.Functional Responsibilities:Manages and is responsible for the successfulcompletion of all tasks in assigned program areaincluding technical work, staff, and budget and financialactivities.
