The ordering activity shall evaluate allresponses received using the evaluation criteria providedto the schedule contractors. The ordering activity isresponsible for considering the level of effort and the mixof labor proposed to perform a specific task beingordered, and for determining that the total price isreasonable. Place the order, or establish the BPA, withthe schedule contractor that represents the best value(see 8.404(d)). After award, ordering activities shouldprovide timely notification to unsuccessful offerors. If anunsuccessful offeror requests information on an awardthat was based on factors other than price alone, a briefexplanation of the basis for the award decision shall beprovided.10. GSA Advantage!GSA Advantage! is an on-line, interactive electronicinformation and ordering system that provides on-lineaccess to vendors' schedule prices with orderinginformation. GSA Advantage! will allow the user toperform various searches across all contracts including,but not limited to:(a) Manufacturer;(b) Manufacturer's Part Number; and(c) Product categories.Agencies can browse GSA Advantage! By accessing theInternet World Wide Web utilizing a browser (ex.Netscape). The Internet address ishttp://www.gsaadvantage.gov/ .BLANKET PURCHASE AGREEMENTS (BPAs)Federal Acquisition Regulation (FAR) 13.201(a) definesBlanket Purchase Agreements (BPAs) as "...a simplifiedmethod of filling anticipated repetitive needs for suppliesor services by establishing 'charge accounts' withqualified sources of supply." The use of BlanketPurchase Agreements under the Federal SupplySchedule Program is authorized in accordance with FAR13.303-2(c)(3), which reads, in part, as follows:"BPAs may be established with Federal Supply ScheduleContractors, if not inconsistent with the terms of theapplicable schedule contract."Federal Supply Schedule contracts contain BPAprovisions to enable schedule users to maximize theiradministrative and purchasing savings. This featurepermits schedule users to set up "accounts" withSchedule Contractors to fill recurring requirements.These accounts establish a period for the BPA andgenerally address issues such as the frequency ofordering and invoicing, authorized callers, discounts,delivery locations and times. Agencies may qualify forthe best quantity/volume discounts available under thecontract, based on the potential volume of business thatmay be generated through such an agreement,regardless of the size of the individual orders. Inaddition, agencies may be able to secure a discounthigher than that available in the contract based on theaggregate volume of business possible under a BPA.Finally, Contractors may be open to a progressive typeof discounting where the discount would increase oncethe sales accumulated under the BPA reach certainprescribed levels. Use of a BPA may be particularlyuseful with the new Maximum Order feature. See theSuggested Format, contained in this Schedule Price List,for customers to consider when using this purchasingtool.CONTRACTOR TEAMING ARRANGEMENTSContractors participating in contractor teamarrangements must abide by all terms and conditions oftheir respective contracts.
