The original initiative was based in <strong>the</strong> City ofHarlingen as an enhancement to <strong>the</strong> current partnership between <strong>the</strong> CameronCounty <strong>Juvenile</strong> Justice Department and <strong>the</strong> Harlingen Police Department. The intentof <strong>the</strong> program was to decrease juvenile crime, graffiti and provide communityresources to youth and young adults who were seeking a way out. The exit strategyresulted in job placement, G.E.D. completions, substance counseling, leadership andfaith based counseling for both <strong>the</strong> youth and family. Police and JPO late night ridealongs provided strong community policing. The Border Gang Task Force and HPDquickly determined <strong>the</strong> community policing could only work if <strong>the</strong>re was a successfulexit strategy for <strong>the</strong> youth which included strong community partnerships in a “onestop” approach. On May 20, 2011, CCJJD officially opened its doors of <strong>the</strong> HarlingenOutreach Center which will provide <strong>the</strong> services mentioned above. After <strong>the</strong>depletion of <strong>the</strong> one year funding on August 31, 2011, CCJJD is sustaining <strong>the</strong> initiativeby funding <strong>the</strong> Border Gang Resource Coordinator and <strong>the</strong> JPO. The enhancement of<strong>the</strong> Border Gang Task Force Resource Coordinator shall include <strong>the</strong> Cameron Countyarea, specifically with <strong>the</strong> A.R.M.Y. and Saturday Academy.Program Name:Status:Type:Program Description:ARMYExpandedDay Boot CampThe A.R.M.Y. program is a community based model designed by <strong>the</strong> Cameron County<strong>Juvenile</strong> Justice Department. The ARMY Program is designed as a “Day Academy” thataddresses <strong>the</strong> needs of students between ages 14-17 who have committed detainableoffenses and whom it has been determined would benefit <strong>from</strong> a supervisededucational setting, and wrap around programming that includes, substance abusecounseling, anger management, ROPEs Team Building, parent engagement, vocationaltrades skills (building trades & automotive skills). The juveniles are initially supervisedunder electronic monitor and undergo a behavior modification phase review programfor <strong>the</strong> duration of 6-9 months. <strong>Juvenile</strong>s' progress will be periodically assessedthrough a point system and level of progress. The schedule of program activities is<strong>from</strong> 7 am till 8pm five days a week. The parents of <strong>the</strong> participants will also bemandated to attend a parent management curriculum known as <strong>the</strong> Parent Project.Program participants will be attired in a special uniform for enhancement of selfesteem and structure within <strong>the</strong> program.
