<strong>Juvenile</strong> Justice Information Sharing Description and Funding Methodology Established FY 2010Description. The <strong>Juvenile</strong> Case Management System (JCMS) is a comprehensive, state-of-<strong>the</strong>-art, web-based juvenilejustice information and case management system that will provide common data collection, <strong>report</strong>ing andmanagement for <strong>Texas</strong> juvenile probation departments. JCMS will provide statewide data sharing between <strong>the</strong> 165local juvenile probation departments, TJPC and TYC. The system will consist of core case management components(intake, referral, case management, etc.) and additional enhancement features such as detention, institutionmanagement, law enforcement and juvenile justice alternative education programs (JJAEPs). Fur<strong>the</strong>rmore, JCMS isbeing designed to facilitate sharing of data between juvenile justice agencies both across and within jurisdictions toallow for better focused programs and services to be offered to juvenile offenders.Funding Allocation Methodology. Funds were appropriated in FY 2012 in <strong>the</strong> amount of $750,000 to cover 40% of<strong>the</strong> maintenance and operation costs for JCMS. The remaining 60% will be financed by <strong>the</strong> two o<strong>the</strong>r fundingcounties - Dallas and Tarrant.Operation expenses include fees charged by <strong>the</strong> Managed Server Hosting company to host, operate and maintain <strong>the</strong>physical servers, storage and network components of JCMS - both Production and Development/Test. Maintenanceexpenses include <strong>the</strong> costs of continued development of new features as well as <strong>the</strong> work involved with correctingdeficiencies in <strong>the</strong> programming or functionality of <strong>the</strong> software application.Strategy B.1.2. Harris County Boot Camp (Grant D)Total Amount Appropriated for Fiscal Year 2012: $1,000,000 and Fiscal Year 2013: $1,000,000Established FY 1996Description. The Harris County Leadership Academy (formally Harris County Boot Camp) provides a residentialintensive cognitive-based program to redirect <strong>the</strong> thinking and behavior patterns of male juveniles and removebarriers to <strong>the</strong>ir successful transition back to <strong>the</strong>ir families and communities. (See page 7, Rider 16)Funding Allocation Methodology. Funds were appropriated in <strong>the</strong> amount of $1,000,000 for <strong>the</strong> operation of ajuvenile boot camp in Harris County.Strategy B.1.4. Special Needs Diversionary Programs (Grant M)Total Amount Appropriated for Fiscal Year 2012: $1,974,034 and Fiscal Year 2013: $1,974,034Established FY 2002Description. The Special Needs Diversionary Program (SNDP) Grant is designed to increase <strong>the</strong> availability ofeffective services to juvenile offenders with mental health needs. TJPC has worked in coordination with <strong>the</strong> <strong>Texas</strong>Correctional Office on Offenders with Medical or Mental Impairments (TCOOMMI) and in cooperation with mentalhealth and mental retardation agencies, to implement programs that provide services to juveniles under <strong>the</strong>supervision of twenty (20) local juvenile probation departments. (See page 7, Rider 12)Funding Allocation Methodology. Funds were appropriated each year of <strong>the</strong> biennium in <strong>the</strong> amount of $1,974,034for specialized probation officers to work with juvenile offenders with mental health needs. <strong>Juvenile</strong> probationdepartments that utilize <strong>the</strong>se funds have to enter into a cooperative arrangement with <strong>the</strong>ir local Mental HealthMental Retardation (MHMR) agency for mental health services.6 TEXAS JUVENILE PROBATION COMMISSION, DECEMBER 2011
