The proposed agencies performing the ESFs will identify requirements, mobilise and assist in thedeployment of resources to the affected areas and assist the districts in their response action underESFs. The ESFs will come into operation on either, receipt of warning of an expected calamity or inthe event of a sudden emergency.The responsibilities, initial activities on receipt of warning and minimum standards for each ESF aregiven below and the details of the primary and support agencies for each type of ESF are given inTable‐A.1. Appointment of a Liaison Officer/Nodal Officer/Staff for Disaster Management activities2. Keeping in constant touch with the Control Room3. Proper record keeping and transmission of information to all levels4. Organize trained task force members5. Ensure availability of the required materials6. Provide & arrange for Rescue kits at risk areas7. Awareness messages to stop the outbreak of epidemics, panic8. Constitute mobile teams and visit the worst affected areas9. To obtain/transmit information on natural calamities to the District Control Room10. Damage assessment & Monitoring11. Formation of task forces with specific equipments12.
