Recommendation 109: Opportunities in GB Police Forces for ReservistsPatten Recommendation:109. Police recruiting agencies in Great Britain should take full account <strong>of</strong> the policing experience<strong>of</strong> former RUC reservists in considering applications for employment in police services inGreat Britain.Lead Responsibility: NIO/Chief Constable/Home OfficeRecommendation StatusFull compliance with this recommendation has not yet been achieved (Substantial progress).HistoryThe decision to retain the FTR programme until 2008 has partially impacted full implementation <strong>of</strong>this recommendation. As a result, the Police Service has not been able to <strong>report</strong> fullimplementation, but has successfully implemented the intent and spirit <strong>of</strong> the IndependentCommission recommendation.The members <strong>of</strong> the FTR should have the opportunity to seek employment with other policeservices (Belfast Harbour Police, for example) before their current employment contracts expire.During one survey, 25% <strong>of</strong> the reservists expressed an interest in joining other police services.The Police Service has made enquiries about career opportunities in Great Britain, with responsesfrom 37 different forces including the Civil Nuclear Constabulary. This agency received 16applications from FTRs, with six reservists selected. The NIO has also contacted the Association<strong>of</strong> Chief Police Officers soliciting interest among associated police agencies.The PRRT has initiated a programme to advise all reservists <strong>of</strong> career fairs and to give details <strong>of</strong>potential opportunities, plus contacting police services in Great Britain about the availability <strong>of</strong>reservists for employment. The Human Resources Department (Police Service) <strong>report</strong>s that thework carried out by the PRRT and the Police Service has demonstrated a commitment to seekemployment opportunities for the reservists who are leaving the Service. Evidence has beenprovided that the programme was effectively communicated to the eligible FTRs and an evaluation<strong>of</strong> the programme conducted by the Police Service.Remaining IssueThe intent and spirit <strong>of</strong> this recommendation has been met. Once a decision has been made onthe remaining FTR members, the Police Service and Policing Board should ensure that a continuingeffort to seek alternate employment is available for the departing members <strong>of</strong> the FTR136Recommendation 110: Opportunities with the UN for ReservistsPatten Recommendation:110. The British government should <strong>of</strong>fer former reservists the opportunity to participate inBritish policing contingents in United Nations peacekeeping operations.Lead Responsibility: NIO/FCO/Home Office/Chief Constable
