public order policingHistoryThe Police Service has issues excellent directives and guidance governing the deployment and use<strong>of</strong> the impact round (AEP) during situations <strong>of</strong> serious public disorder. The guidance is clearlywritten and references ACPO Guidelines, the United Nations Code <strong>of</strong> Conduct for LawEnforcement Officials, and Article 2 <strong>of</strong> Schedule 1 <strong>of</strong> the Human Rights Act (<strong>19</strong>98). A commanderor police <strong>of</strong>ficer seeking guidance is provided with a comprehensive policy statement followed bythe required procedures for recording and <strong>report</strong>ing incidents <strong>of</strong> use.The policies and guidance issued by the Police Service for use <strong>of</strong> the impact round are available aspublic documents. The 2005 “Policy on Human Rights and Police Use <strong>of</strong> Force” was placed on thePolice Service web page. The policy, which includes a discussion on the use <strong>of</strong> the impact round,can by reviewed be searching under “use <strong>of</strong> force” and represents a positive development in terms<strong>of</strong> the Police Service’s increasing openness and transparency (see also Recommendation 37).93
