training, education and developmentThe first programme that was initiated was in partnership with the <strong>University</strong> <strong>of</strong> <strong>Ulster</strong> and wasbased upon the cadet’s graduation from the recruit training programme. In this programme, aCertificate in Police Studies from the <strong>University</strong> <strong>of</strong> <strong>Ulster</strong> was presented. This programme hasbeen in place since November <strong>of</strong> 2001 and probationary constables are encouraged to continuetheir academic studies during their first two years <strong>of</strong> probationary service, towards earning a<strong>University</strong> <strong>of</strong> <strong>Ulster</strong> Diploma in Police Studies.Unfortunately probationers are not participating in expected numbers. It is <strong>report</strong>ed that this ismainly due to complicating factors, including a lack <strong>of</strong> free time to devote to after-duty studies,heavy operational workloads, currently holding degree status in other disciplines and thedisruption <strong>of</strong> shift schedules. Training Branch is aware <strong>of</strong> this reality and is revisiting theaccreditation process.In addition the Police College has:• an Advanced Diploma in work-based learning;• a Postgraduate Certificate in work-based learning for the Senior Investigation Officer(SIO) Programme at Queens <strong>University</strong>; and,• an Advanced Certificate in Education Programmes with the <strong>University</strong> <strong>of</strong> CanterburyChrist Church and Oxford Cambridge Royal Society Arts.It is also <strong>of</strong> note that the Police College completed plans for the ANIC Colleges to participate indelivering Part-Time Police Officers Training.The Police College continues to be innovative inpartnerships with outside higher learning institutions.Recommendation 136:Timing <strong>of</strong> Attestations as a ConstablePatten Recommendation:136. Attestation as a police <strong>of</strong>ficer should take place only upon successful completion <strong>of</strong> therecruit training course. A sufficiently rigorous standard should be required for success in thatcourse; and completion <strong>of</strong> the course should be marked by a graduation ceremony.Lead Responsibility: Chief Constable/Policing Board/NIORecommendation StatusCompliance with this recommendation has been achieved.HistoryThe Independent Commission recommended that police recruits be attested as Constables at thecompletion <strong>of</strong> their training rather than at the beginning, to ensure that attestation marked ameaningful achievement rather than a given.In addition they recommended that the training involve rigorous standards, marking successfulcompletion with a formal graduation.
