<strong>Private</strong> <strong>Loans</strong> <strong>and</strong> <strong>Choice</strong> <strong>in</strong> F<strong>in</strong>anc<strong>in</strong>g <strong>Higher</strong> <strong>Education</strong>◗◗◗The challenge for postsecondary <strong>in</strong>stitutions is to reconcile their duty to encourageresponsible education debt management with the need to fill classroom seats<strong>and</strong> dormitory beds. F<strong>in</strong>ancial aid offices should consider provid<strong>in</strong>g various formsof private loan counsel<strong>in</strong>g based on a student’s borrow<strong>in</strong>g level. <strong>College</strong>s <strong>and</strong>universities with a preferred lender list should consider ask<strong>in</strong>g lenders to assistwith the counsel<strong>in</strong>g process or stipulat<strong>in</strong>g that lenders not approve students forprivate loans without first conferr<strong>in</strong>g with the school’s f<strong>in</strong>ancial aid office.The general public, <strong>and</strong> postsecondary consumers <strong>in</strong> particular, also have a responsibilitywhen it comes to underst<strong>and</strong><strong>in</strong>g f<strong>in</strong>ancial aid <strong>and</strong> private loans.Students apply<strong>in</strong>g for f<strong>in</strong>ancial aid should know that they will be responsible forpay<strong>in</strong>g at least a portion of their college costs, <strong>and</strong> they should familiarize themselveswith the types of f<strong>in</strong>anc<strong>in</strong>g available, <strong>in</strong>clud<strong>in</strong>g private loans, along with theterms <strong>and</strong> conditions associated with these fund<strong>in</strong>g sources.<strong>Private</strong> lenders <strong>and</strong> guarantors can promote both federal student loan programs<strong>and</strong> private loans by cont<strong>in</strong>u<strong>in</strong>g to advocate that students borrow the maximumfederal student loans for which they are eligible while offer<strong>in</strong>g private loans withfavorable terms <strong>and</strong> conditions to meet any rema<strong>in</strong><strong>in</strong>g f<strong>in</strong>ancial need. In addition,private loan providers should rema<strong>in</strong> cognizant of the <strong>in</strong>creased debt burdenmany students are tak<strong>in</strong>g on <strong>and</strong> explore the possibility of work<strong>in</strong>g with <strong>in</strong>stitutionsto counsel students on borrow<strong>in</strong>g responsibly.Ultimately, private loans represent only a small portion of the total f<strong>in</strong>ancial aidavailable to students. No one-size-fits-all solution exists that will either make privateloans disappear or elim<strong>in</strong>ate <strong>in</strong>creas<strong>in</strong>g amounts of student debt. Even if federal loanlimits are raised <strong>in</strong> the HEA reauthorization, private loans will cont<strong>in</strong>ue to play animportant role <strong>in</strong> f<strong>in</strong>anc<strong>in</strong>g postsecondary education, facilitat<strong>in</strong>g choice, <strong>and</strong> provid<strong>in</strong>gf<strong>in</strong>ancial support to students when they have exhausted other options.xii
