<strong>Private</strong> <strong>Loans</strong> <strong>and</strong> <strong>Choice</strong> <strong>in</strong> F<strong>in</strong>anc<strong>in</strong>g <strong>Higher</strong> <strong>Education</strong>cont<strong>in</strong>ued from the follow<strong>in</strong>g pageAnother <strong>in</strong>terest<strong>in</strong>g source is the Survey of Undergraduate F<strong>in</strong>ancial Aid Policies, Practices, <strong>and</strong>Procedures (SUFAPPP), conducted by NASFAA <strong>in</strong> 2001. This survey of the chief f<strong>in</strong>ancial aidadm<strong>in</strong>istrators at more than 2,500 <strong>in</strong>stitutions provides <strong>in</strong>formation on the policies <strong>and</strong> proceduresused to award f<strong>in</strong>ancial assistance to undergraduates dur<strong>in</strong>g the 1999-2000 academic year. It posedseveral questions about private loans, <strong>in</strong>clud<strong>in</strong>g the percentage of undergraduates receiv<strong>in</strong>g theseloans <strong>and</strong> the reasons most often cited by borrowers for want<strong>in</strong>g to obta<strong>in</strong> private loans. 9For this report, qualitative research also was conducted through focus groups <strong>and</strong> phone <strong>in</strong>terviewswith f<strong>in</strong>ancial aid adm<strong>in</strong>istrators <strong>and</strong> lenders. Focus groups <strong>and</strong> <strong>in</strong>terviews are not representativeof an entire population, <strong>and</strong> <strong>in</strong> this case the focus groups rely on the perceptions of aidadm<strong>in</strong>istrators who may or may not know the full amount of private loan borrow<strong>in</strong>g that takesplace on their campuses <strong>and</strong> lenders who cannot account for the entire market. Nevertheless,they are useful tools to explore issues <strong>and</strong> generate hypotheses for future research. Four focusgroups with f<strong>in</strong>ancial aid adm<strong>in</strong>istrators were conducted between December 2002 <strong>and</strong> January2003, represent<strong>in</strong>g four regions of the United States: New Engl<strong>and</strong> (Massachusetts), the Midwest(Michigan), the Southwest (Louisiana), <strong>and</strong> the Far West (California). 10 In addition, a separate focusgroup of lenders was conducted simultaneously with the New Engl<strong>and</strong> focus group of f<strong>in</strong>ancial aidadm<strong>in</strong>istrators. A mixture of <strong>in</strong>stitutional types was represented at each focus group, <strong>in</strong>clud<strong>in</strong>gpublic universities, small public colleges, community colleges, private not-for-profit colleges,proprietary schools, <strong>and</strong> specialized graduate <strong>in</strong>stitutions. Likewise, the lender focus groupfeatured both for-profit <strong>and</strong> not-for-profit lenders of which some represented national companieswhile others served only regional borrowers. Phone <strong>in</strong>terviews were conducted to follow up withcerta<strong>in</strong> <strong>in</strong>stitutions <strong>and</strong> lenders (both focus group participants <strong>and</strong> non-participants), where aidadm<strong>in</strong>istrators <strong>and</strong> lender representatives were will<strong>in</strong>g to provide more detailed <strong>in</strong>formation. Boththe focus groups <strong>and</strong> phone <strong>in</strong>terviews were conducted us<strong>in</strong>g a structured framework that<strong>in</strong>cluded questions about changes <strong>in</strong> private loan volume, the reasons why students obta<strong>in</strong> theseloans, preferred lender lists <strong>and</strong> other <strong>in</strong>stitutional practices, the role of the federal government <strong>in</strong>regard to private loans, <strong>and</strong> the role of lenders <strong>in</strong> private loan borrow<strong>in</strong>g.F<strong>in</strong>ally, a brief web-based survey of f<strong>in</strong>ancial aid adm<strong>in</strong>istrators was developed specifically forthis report <strong>in</strong> order to ga<strong>in</strong> more recent <strong>in</strong>formation about the breakdown of students receiv<strong>in</strong>gprivate loans as well as the amount of <strong>and</strong> changes <strong>in</strong> loan volume. A sample of 831 <strong>in</strong>stitutionswas drawn from the total NASFAA membership of 2,566 <strong>in</strong>stitutions. Thirty-seven <strong>in</strong>stitutionsfrom the sample had to be excluded because of <strong>in</strong>accurate contact <strong>in</strong>formation. For therema<strong>in</strong><strong>in</strong>g 794 <strong>in</strong>stitutions, a web-based questionnaire was e-mailed to the chief f<strong>in</strong>ancial aidadm<strong>in</strong>istrators, with one follow-up e-mail, over the period February to April 2003. Of these,227 <strong>in</strong>stitutions responded, for an overall response rate of 29 percent. 11 The survey respondentsappear to reflect the total NASFAA membership population 12 <strong>in</strong> terms of the distributionof <strong>in</strong>stitutions by sector, region, Carnegie Classification, enrollment size, <strong>and</strong> average tuition <strong>and</strong>fee levels (see the Appendix for a breakdown of the characteristics of survey respondents).These similarities suggest that the survey results can provide some <strong>in</strong>sight <strong>in</strong>to private loanborrow<strong>in</strong>g <strong>in</strong> the population as a whole. Nevertheless, it is important to keep <strong>in</strong> m<strong>in</strong>d that theresults depend on the perceptions of f<strong>in</strong>ancial aid adm<strong>in</strong>istrators (who, for example, may not beaware of private loans that were not certified through the f<strong>in</strong>ancial aid office.)109See <strong>College</strong> Board <strong>and</strong> NASFAA (2002) for a discussion of the survey methodology <strong>and</strong> limitations.10Comments also were received at the U.S. Department of <strong>Education</strong>’s 2003 Spr<strong>in</strong>g Conference.11The response rate varied by sector, from 43 percent of private not-for-profit four-year <strong>in</strong>stitutions <strong>in</strong> the sample to 22percent of public two-year <strong>in</strong>stitutions.12Although the NASFAA membership is broadly representative of postsecondary education <strong>in</strong>stitutions as a whole, it is notnationally representative; proprietary schools <strong>and</strong> private, not-for-profit 2-year <strong>in</strong>stitutions are underrepresented.
