Us<strong>in</strong>g an applicant’scredit rat<strong>in</strong>g, among other criteria, private lenders can exercise discretion whenapprov<strong>in</strong>g <strong>and</strong> sett<strong>in</strong>g the terms for <strong>in</strong>dividual loans.Federal student loans do not carry the uncerta<strong>in</strong>ty <strong>and</strong> risk associated with private loansbecause federal loans are guaranteed. The guarantee means that all students who areenrolled at least half time at participat<strong>in</strong>g colleges <strong>and</strong> universities, <strong>and</strong> who are eligibleto receive a loan as determ<strong>in</strong>ed by their FAFSA, will be approved for a federal studentloan. In other words, students’ credit histories do not affect their ability to obta<strong>in</strong> federalloans. Because the federal guaranteed loan program is subsidized by the government,the <strong>in</strong>terest rate on federal student loans is regulated <strong>and</strong> traditionally has favoredstudent borrowers. Additionally, Stafford loans are federally <strong>in</strong>sured <strong>and</strong> carry dischargepolicies that release borrowers from all repayment obligations <strong>in</strong> certa<strong>in</strong> circumstances,such as death, total <strong>and</strong> permanent disability, bankruptcy, <strong>and</strong> schools clos<strong>in</strong>g beforestudents can complete programs of study (ED 2003b).Services <strong>and</strong> rewards provided with private loans <strong>and</strong> federal student loans also vary.As the market cont<strong>in</strong>ues to be saturated with an <strong>in</strong>creas<strong>in</strong>g number of private loanproducts, many lenders are dist<strong>in</strong>guish<strong>in</strong>g themselves through the rewards <strong>and</strong>services they offer, such as direct deposit, on-time payments, co-signer release options,<strong>and</strong> <strong>in</strong>terest-only payments. Lenders are also offer<strong>in</strong>g the follow<strong>in</strong>g types ofservices: on-l<strong>in</strong>e <strong>and</strong> phone pre-application; on-l<strong>in</strong>e application track<strong>in</strong>g; on-l<strong>in</strong>e16
