Thisstrategy will enable and assist the Council to fulfil its developmental role and obligations. The primary focus of thestudy is to identify primary areas of concern and/or intervention and to look at strategies, ways and means ofaddressing these issues/priorities. Thereafter, integrated programmes are formulated for the various areas ofintervention. These include plans to deal with financial and operating matters and developmental issues. The IDP forMsukaligwa Municipality is prepared, approved and implemented by Council and remains the responsibility of Councilto implement its strategies.The roles and responsibilities for drafting and implementation of the IDP are clearly outlined in Council’s approvedprocess plan.Msukaligwa Municipality: Integrated Development Plan 2007/2011 54
