<strong>DISTINGUISHED</strong>, SUPERIOR AND MERITORIOUS HONOR AWARDSPurposeSpecific honor awards are granted to individuals and groups in recognition ofcontributions of high importance to the Agency. Individuals or groups may benominated for all categories of honor awards. The scope of influence of theperformance being recognized is a critical factor in determining the appropriate categoryof honor award. The rigor of the review process guarantees that only those nomineeswhose performance is compatible with criteria set forth for a specific level of award willbe recommended for that award. Two FSNemployees, one professional (FSN-10 and above) and one administrative (FSN-09 andbelow), from each regional area: the Bureau for Africa (AFR), the Bureau for LatinAmerica and the Caribbean (LAC), the Bureau for Europe and Eurasia (E&E), theBureau for Asia (A), the Bureau for the Middle East (ME) and the Office of Afghanistanand Pakistan Affairs (OAPA). Up to 12 awards may be granted on an annual basis bythe geographic Bureaus. In addition, one FSN employee may be nominated from anIndependent Office.EligibilityFSN local employees in a direct-hire position or on a Personal Services Contract at anoverseas post are eligible to compete for this award.Approval Steps1. 31. TIME-OFF AWARDPurposeThe Time-Off Award may be used to encourage and reward superior accomplishmentsthat contribute to the quality, efficiency, or economy of USAID operations. Time off fromduty is granted without loss of pay or charge to leave.Individuals or groups may receive a Time-Off Award. The term “group” is intended toconnote a work unit, task force, team, working group, or other collective activity. Time-Off Awards are especially appropriate for certain employees, (those employees whohave recently joined the Agency and do not have large leave balances).A Time-Off Award is granted to recognize a superior achievement and is not intended tobe a substitute for compensatory time off.EligibilityGS and FS, CCN and TCN direct hires are eligible. SES and SFS employees areexcluded.CCN and TCN Personal Services Contractors may be granted time off in accordancewith USAID Acquisition Regulation (AIDAR), Appendix J. For FSNs, these awards areapproved and administered locally. Missions may supplement these procedures, asappropriate.USPSCs may be granted time off in accordance with AIDAR, Appendix D. Approvalrequirements and conditions are the same as for direct-hire employees. Follow normalprocedures under the contract to schedule the time off.Nomination ProceduresThe nominating official, who is typically the immediate Supervisor, prepares Form AID400-11, Time-off Award Form, which is available on the USAID intranet under AgencyForms. However, recommendations for Time-Off Awards may originate from individualsother than the employee’s immediate Supervisor, which includes co-workers andcustomers. These nominations must be coordinated with the employee’s immediateSupervisor and approved by management in the intended recipient’sBureau/Independent Office/Mission.Each Time-Off Award must be documented in writing with an appropriate justificationsupporting the award. Upon completion, the form is sent to the nominee’s immediateSupervisor or the next line Supervisor for approval. The AMS Office reviews the form for completion; inserts the last four digits of theemployee’s Social Security Number (SSN) and then signs. All AMS-approved formsmust be submitted electronically to OHRERLAWARDS@<strong>usaid</strong>.gov. Forms that bypassAMS will not be accepted by HR/ELR. HR/ELR will return these nominations to thenominator with a copy to the AMS office.Approval Proceduresa. Bureaus/Independent Offices/Missions may institute internal procedures foradministering the Time-Off Award in their organizations within the generalparameters discussed in this section.b. Theemployee and Supervisor are advised to schedule the time off, taking into account theemployee’s annual leave balance, so as not to adversely affect an employee who hasannual leave subject to forfeiture at the end of the leave year.b. The effective date of the award is the date the approving authority signs and datesthe Time-Off Award Form (AID Form 400-11). The recipient may use the time off atany time within 12 months after the effective date of the award. In cases where the timeoff is not used within twelve months after the date of approval, the time off is forfeited.Although time-off awards do not involve additional cash disbursement by the Agency,they have a cost to the organization in terms of productivity lost. In granting time off,Supervisors are advised to consider how the employee’s absence from duty will impactthe organization’s ability to carry out its functions.c. In scheduling the time off, the employee and immediate Supervisor are required tocomplete a Request for Leave in the webTA system. In completing the Leave Request,the employee should select the Leave Type: “Time Off/Incentive Award” and indicatethe dates and number of hours of time off on the calendar provided on the webTALeave Request.d. Award Trophy2. $1,000 cash award (individual) or divided among eligible group members.*Other InformationThe goal of the award is to acknowledge the achievements of individuals or teamsresponsible for exceptional contributions to USAID’s implementation of the NationalAction Plan on Women, Peace, and Security. The award will equally honor efforts toengage men and boys in supporting the action plan’s ideals such as reducing genderbasedviolence. Outstanding achievement in advancing any one of the National ActionPlan’s five pillars, or a combination of them, may justify selection of this award:1. National Integration and Institutionalization: Helping to ensure that women, peace,and security priorities are an integral part of strategy, programs, learning, coordination,or operations in crisis and conflict-affected settings.61*OMB Memorandum 13-05 directs the suspension of discretionary monetary awards while sequestrationis in place. Beginning March 8, 2013 USAID will not issue monetary awards until otherwise directed.


2. Participation in Peace Processes and Decision-making: Promoting andstrengthening women’s rights, effective leadership, and substantive participation inpeace processes and important decision-making institutions.3. Protection from Violence: Protecting women and girls, and men and boys fromharm, exploitation, discrimination, and abuse, including gender-based violence andtrafficking in persons; engaging men and boys as allies in the fight against genderbasedviolence.4. Conflict Prevention: Promoting women’s roles in conflict prevention, conflict andcrisis early warning and response, and disaster risk reduction.5.
