An individual act of courage or extraordinary effort in difficult, demanding,dangerous, or hardship situations;Integrity, intellectual and moral courage, and commitment; andTakes risks, breaks molds, and blazes trails in following and promoting ethicalstandards and conduct.Additional criteria are considered, including:Leadership characterizing foresight, decisiveness, persistence andpersuasiveness;Optimism and determination while pursuing goals despite obstacles andsetbacks; andTakes courageous action, and risking personal safety.External Awards PanelAdministrator-approved nomination(s) must be reviewed by an external awards panelfor a final decision. The panel is chaired by the Counselor to the Agency.Panel members include: three USAID Senior Officials selected by the Counselor, U.S.Ambassador John L. Withers (son), the Director of the U.S. Holocaust MemorialMuseum, and the President of Africare.HR/ELR is responsible for convening the external panel review in coordination with theCounselor to the Agency.32*OMB Memorandum 13-05 directs the suspension of discretionary monetary awards while sequestrationis in place. Beginning March 8, 2013 USAID will not issue monetary awards until otherwise directed.
