The panel is chaired by the Counselor to the Agency.Panel members include: three USAID Senior Officials selected by the Counselor, U.S.Ambassador John L. Withers (son), the Director of the U.S. Holocaust MemorialMuseum, and the President of Africare.HR/ELR is responsible for convening the external panel review in coordination with theCounselor to the Agency.32*OMB Memorandum 13-05 directs the suspension of discretionary monetary awards while sequestrationis in place. Beginning March 8, 2013 USAID will not issue monetary awards until otherwise directed.
