The AMS Office reviews the form for completion; inserts the last four digits of theemployee’s Social Security Number (SSN) and then signs. All AMS-approved formsmust be submitted electronically to OHRERLAWARDS@<strong>usaid</strong>.gov. Forms that bypassAMS will not be accepted by HR/ELR. HR/ELR will return these nominations to thenominator with a copy to the AMS office.Approval Proceduresa. Bureaus/Independent Offices/Missions may institute internal procedures foradministering the Time-Off Award in their organizations within the generalparameters discussed in this section.b. First line Supervisors may approve awards of up to one workday (eight or ninehours) without further review. Division Chiefs or other second level Supervisors mayapprove awards of up to three workdays.RecognitionA full-time employee may be granted up to three workdays of time off in a leave year.Depending upon the contribution being recognized, a single Time-Off Award may begiven consisting of three workdays, or separate awards may be granted in smallerincrements. The minimum Time-Off Award is half of a workday (normally four hours).For part-time employees, the amount of time off is proportional based on the number ofhours in their work schedule. For example, an employee with a part-time work scheduleof 20 hours may be granted one and a half workdays of time off in a leave year.In determining the amount of time-off hours to grant, the nominating official shouldconsider the benefits realized to the Agency from the contribution. The following areexamples of employee contributions that could merit a Time-Off Award:Making a high-quality contribution involving a difficult or important assignment;Ensuring that the office’s mission is accomplished during a difficult period bysuccessfully completing additional work, while maintaining the employee’s ownworkload; andShowing initiative and creativity by suggesting or making improvements to aproduct, activity, program, or service.c. The following scale is provided for use in determining how much time off to grant fora particular contributionA contribution that is of sufficient value to meritrecognition. A beneficial change or modification topolicies/procedures. A contribution that benefitsimmediate unit or staff.1 - 9 hours (1 day)56*OMB Memorandum 13-05 directs the suspension of discretionary monetary awards while sequestrationis in place. Beginning March 8, 2013 USAID will not issue monetary awards until otherwise directed.
