C. HERBERT REES MEMORIAL AWARDPurposeThis award, named in honor of the late C. Herbert Rees, recognizes one employeewhose performance at mid-career level demonstrates potential for continued growth andability to assume greater responsibility.EligibilityCivil Service employees at the GS-12 and GS-13 levels and Foreign Service employeesat the FS-02, FS-03, and FS-04 levels.Approval Steps1. Supervisor (unless nominated by the employee’s Supervisor).2. Bureau/Independent Office Heads, Mission Directors.3. Bureau/Independent Office Awards Committee (BAC).4. USAID Special Awards Committee.5. Administrator.Recognition1. Framed certificate signed by the Administrator.2. $1,000 cash award.*3. Presentation of certificate at the annual awards ceremony.Other InformationNominations will be judged on how fully a candidate has met one or more of thefollowing accomplishments or achievements:1. Accomplishing assigned duties in an outstanding manner, and is clearly exceptionalamong those who have performed similar duties in a superior manner.2. Introducing innovative approaches to problem solving or program development.3. Outstanding leadership and unique accomplishments over a sustained period of timeat levels of responsibility above those normally assigned to other employees of thesame level.10*OMB Memorandum 13-05 directs the suspension of discretionary monetary awards while sequestrationis in place. Beginning March 8, 2013 USAID will not issue monetary awards until otherwise directed.
