Approval StepsOTS awards must be approved at a management level higher than that of the individualwho recommends the reward. OTS awards may be recommended at any level, butmust be approved at no lower than the Division Chief level. The approving official isresponsible for compliance with laws, regulations, and USAID policy directives andrequired procedures.The approving official assures the appropriateness of the justification and then forwardsthe nomination to his or her AMS (Washington) or Executive Officer (overseas).Executive Officers must forward nominations to their Bureau/Independent Office AMSfor verification of funding. AMS’s scan and send completed forms (with signatures)directly to e-mail box: ohrnmr@<strong>usaid</strong>.gov for HR to process.All OTS nominations must be processed by the Bureau/Independent Office AMSAwards Coordinator.RecognitionOTS awards may be paid out in any amount between $100 and $500.*Bureaus/Independent Offices may set cash award limitations within the establisheddollar range. An employee may receive one or more OTS awards, not to exceed a totalof $500 per annum, from his or her employing Bureau/Independent Office in any fiscalyear. An employee is eligible to receive additional OTS awards up to $500 from USAIDorganizations outside the employee’s employing Bureau/Independent Office. This capmay be readjusted in any fiscal year based on funding considerations.For U.S. direct-hire employees, funding for these awards is covered centrally from theUSDH salary budget. These awards are subject to available funding each fiscal year. Iffunding is available, HR will announce the OTS program by General Notice after theAgency has received its appropriation. Funding for the OTS Awards Program isdetermined by the Bureau for Management, Management Policy, Budget andPerformance, Budget Division (M/MPBP/BUD) each fiscal year forBureaus/Independent Offices based on each organization’s direct-hire, on-board, endof-yearceiling.For FSN employees, these awards are funded by the Mission’s budget. Missions mayestablish their own cash award limitations. These awards must be paid in theequivalent local currency at the exchange rate in effect at the time of presentation,unless the post local compensation plan authorizes payment in U.S. dollar currency.Additional Information43*OMB Memorandum 13-05 directs the suspension of discretionary monetary awards while sequestrationis in place. Beginning March 8, 2013 USAID will not issue monetary awards until otherwise directed.
