31. TIME-OFF AWARDPurposeThe Time-Off Award may be used to encourage and reward superior accomplishmentsthat contribute to the quality, efficiency, or economy of USAID operations. Time off fromduty is granted without loss of pay or charge to leave.Individuals or groups may receive a Time-Off Award. The term “group” is intended toconnote a work unit, task force, team, working group, or other collective activity. Time-Off Awards are especially appropriate for certain employees, (those employees whohave recently joined the Agency and do not have large leave balances).A Time-Off Award is granted to recognize a superior achievement and is not intended tobe a substitute for compensatory time off.EligibilityGS and FS, CCN and TCN direct hires are eligible. SES and SFS employees areexcluded.CCN and TCN Personal Services Contractors may be granted time off in accordancewith USAID Acquisition Regulation (AIDAR), Appendix J. For FSNs, these awards areapproved and administered locally. Missions may supplement these procedures, asappropriate.USPSCs may be granted time off in accordance with AIDAR, Appendix D. Approvalrequirements and conditions are the same as for direct-hire employees. Follow normalprocedures under the contract to schedule the time off.Nomination ProceduresThe nominating official, who is typically the immediate Supervisor, prepares Form AID400-11, Time-off Award Form, which is available on the USAID intranet under AgencyForms. However, recommendations for Time-Off Awards may originate from individualsother than the employee’s immediate Supervisor, which includes co-workers andcustomers. These nominations must be coordinated with the employee’s immediateSupervisor and approved by management in the intended recipient’sBureau/Independent Office/Mission.Each Time-Off Award must be documented in writing with an appropriate justificationsupporting the award. Upon completion, the form is sent to the nominee’s immediateSupervisor or the next line Supervisor for approval. If approved, the form is signed bythe Approving Official and the form is submitted to the AMS office.55*OMB Memorandum 13-05 directs the suspension of discretionary monetary awards while sequestrationis in place. Beginning March 8, 2013 USAID will not issue monetary awards until otherwise directed.
