EMERGING DIVERSE PARTNERS USE AWARDPurposeThis award recognizes the individual who has significantly improved the Agency’s use ofemerging diverse business and institutions of higher education in the achievement ofinternational development initiatives, including program design, management,evaluation, or support activities either overseas or at headquarters.This is an individual award, not for recognition of group performance.Our partners include the full array of entities covered by the Small Business Act. Theseinclude:Small Business as determined by size standards;Small Disadvantaged Business, as certified by the U.S. Small BusinessAdministration (SBA);Business covered by the SBA’s Business Development Program (minority ownedbusiness – also known as 8(a) program);Veteran and Service Disabled Veteran Owned small business; andHUBZone (Historically Underutilized Business Zone) small business.Emerging diverse partners are also educational institutions with minority enrollment of25 percent or more, as identified by Presidential Executive Orders:Historically Black Colleges and Universities;Hispanic Serving Institutions; andTribal Colleges and Universities.EligibilityLimited to USAID direct-hire employees serving in the capacity of a Program, Contractor Technical Officer, either in Washington or overseas.Approval Steps1. Supervisor (unless nominated by the employee’s Supervisor).2. Bureau/Independent Office Heads, Mission Directors.3. Bureau/Independent Office Awards Committee (BAC).4. USAID Special Awards Committee.5. Administrator.16*OMB Memorandum 13-05 directs the suspension of discretionary monetary awards while sequestrationis in place. Beginning March 8, 2013 USAID will not issue monetary awards until otherwise directed.
