Each suggestion proposal processed must be documented with factual information tomake sure the evaluation is meaningful. If the suggestion is not recommended foradoption, the evaluation must state specific reasons why implementation is not feasible.There is no appeal of the decision to decline a suggestion; however, if the employeeprovides new or additional information, the employee may request a reevaluation of thesuggestion.Suggestions are retained for two years from the date of the action. If during this period,the idea is adopted and proof of present use or definite future use is submitted, the caseis then reopened for award consideration.If the suggestion is recommended for adoption, the evaluation report includes theestimated monetary savings and other benefits that is realized after implementing thesuggestion. For purposes of award payment, a suggestion is considered adopted whenit is implemented or when a firm commitment is made by the appropriate managementofficial.In estimating benefits, the cost of implementation of the suggestion is deducted fromestimated savings or benefits.EligibilityGS, FS, FSN (direct hires and PSCs), SES, and SFS. For FSNs, these awards arenormally administered locally.Nomination ProceduresFor cash recommendations ranging from $2,500 up to $25,000.*Approval Steps1. Supervisor (unless nominated by the employee’s Supervisor).2. Bureau/Independent Office Heads, Mission Directors.3. Bureau/Independent Office Awards Committee (BAC).4. USAID Special Awards Committee.5. Administrator.The Director, U.S. Office of Personnel Management (OPM), has authority to approverecommendations made by the Administrator for awards in excess of $10,000 up to andincluding $25,000.* When a proposed award would grant more than $25,000 to anindividual employee, OPM must review the recommendation and submit it to thePresident for final approval.53*OMB Memorandum 13-05 directs the suspension of discretionary monetary awards while sequestrationis in place. Beginning March 8, 2013 USAID will not issue monetary awards until otherwise directed.
