FOREIGN <strong>SERVICE</strong> NATIONAL (FSN) OF THE YEARPurposeThis award recognizes outstanding performance by FSN employees. Two FSNemployees, one professional (FSN-10 and above) and one administrative (FSN-09 andbelow), from each regional area: the Bureau for Africa (AFR), the Bureau for LatinAmerica and the Caribbean (LAC), the Bureau for Europe and Eurasia (E&E), theBureau for Asia (A), the Bureau for the Middle East (ME) and the Office of Afghanistanand Pakistan Affairs (OAPA). Up to 12 awards may be granted on an annual basis bythe geographic Bureaus. In addition, one FSN employee may be nominated from anIndependent Office.EligibilityFSN local employees in a direct-hire position or on a Personal Services Contract at anoverseas post are eligible to compete for this award.Approval Steps1. Supervisor (unless nominated by the employee’s Supervisor).2. Bureau/Independent Office Heads, Mission Directors.3. Bureau/Independent Office Awards Committee (BAC).4. USAID Special Awards Committee.5. Administrator.Recognition1. Framed certificate signed by the Administrator.2. $5000 cash award to the top in the Professional and Administrative series; $2500each to the runner ups.*3. Presentation of certificate at the annual awards ceremony in Washington subject toavailability of funds.Other InformationThe following factors will be considered in selecting award recipients. Outstandingachievement in any one of these areas, or a combination of them, may justify selection.1. Contributes significant supporting the understanding and acceptance of Americanforeign policy by foreign governments or people.2. Outstanding examples of liaison with host country officials and others that facilitatesthe work of American offices or the goals of the Mission.22*OMB Memorandum 13-05 directs the suspension of discretionary monetary awards while sequestrationis in place. Beginning March 8, 2013 USAID will not issue monetary awards until otherwise directed.
