Urban Design Guidelines 55CA/D1 – Special Core Re-Development ZoneThe Special Core Re-Development (SCD) Zone is centred on the Mall, a part of NH21that links Manali to Kulu to the south and Rohtang to the north. A primary trafficcarrier (for both town-bound and through traffic), the Mall is also the principalcommercial street for Manali and the heart of the town. Oriented north-south andoverlooking the devdar forest, this zone forms the 'face' of Manali for all residentsand visitors.
