carrier in advance to cover all escorted vehicles in an amount not less than the minimumcoverage required for the escorting permitted vehicle.130.01-4 If an Umbrella Liability Insurance or Excess Liability Insurance policy is used toreach the limits of liability required by the limits of Business Auto Liability, coverage shallnot be less than $10,000,000 with respect to the combined single limits established foreach accident or occurrence. The umbrella or excess liability insurance coverage shallnot exclude any coverage afforded under the primary policies.130.02 Airport Vehicle Permits130.02-1 All Airport Vehicle Permit requests are processed, reviewed and verified byAirport Security prior to issuance of the appropriate Airport Vehicle Permit.130.02-2 Requests to operate privately owned vehicles (POV) in the Secured Area mustbe accompanied by a “demonstrated need” as determined by the company and certifiedby the Authorizing Agent via the Vehicle Permit Application.130.02-3 All vehicles operating in the Secured Area must display an Airport VehiclePermit. Vehicles will also display a company logo with letters at least four (4) inches highon both sides of the vehicle or display a 2’ x 3’ orange and white checkered flag on therear of the vehicle at a height of twelve (12) inches or greater above the highest point ofthe vehicle. All electric carts must display a company logo or lettering at least four (4)inches high on the front of the electric cart. An exception to the Airport Vehicle Permitrequirement is any vehicle (e.g. baggage tugs) driven solely on Airport property and notrequired to be licensed by the state of Colorado. Permanent and Tunnel Airport VehiclePermit decals must be permanently affixed to the inside of the front windshield andcentered below the tinted area. Annual and Restricted Airport Vehicle Permit decalsmust be permanently affixed to the inside of the front windshield on the lower left portion(driver’s side).Temporary Airport Vehicle Permits must be placed in the left corner dash.All vehicle permits must be visible from the exterior of the vehicle.130.02-4 All electric carts operating in the Secured Area must display an Airport VehiclePermit which will be permanently affixed to the front of the electric cart.130.02-5 Vendors, Contractors, and Temporary Airport Vehicle Permit holders may beassigned to and may be authorized only to operate on specific route(s).130.02-6 Airport Vehicle Permits may not be transferred between vehicles. Denver International Airport will train all unescorted Secured Area drivers and will test them onthe procedures and rules outlined in this Part and applicable FAA Regulations. Training andtesting will be provided in the English language only. Before being allowed to be issued anAirport ID badge with Driver Authorization, the employee must be able to successfully completeand pass the Airport’s training and testing requirements.In addition, the organization that employs and/or sponsors vehicle operators in the SecuredArea is responsible for providing, at a minimum, the following training:(a) Demonstrate a thorough understanding of all Denver Municipal Airport System Rulesand Regulations, Airport policies and procedures, and Airport guidance on driving in theSecured Area.(b) Complete a Driver Orientation with a company representative that accompanies thedriver in the areas where they are authorized to drive. The company will provide, uponrequest, certification to the Operations, Public Safety and Security Division that thedriver has received the orientation.(c) Complete familiarity and certification with a supervisor or designee pertaining to theequipment and areas in which they are allowed to operate.130.04 Driver Recertification130.04-1 Employees with Driver Authorization will be required to be recertified annuallyduring their Airport ID badge renewal/revalidation.130.04-2 Employees must successfully pass all required Driver Authorization Tests andpresent a valid Driver’s License to complete Driver Authorization recertification.130.04-3 The organization that employs and/or sponsors vehicle operators in theSecured Area is responsible for ensuring the vehicle operator must annually meet theminimum proficiency level as outlined in Part 130.03.130.05 Drivers Operating in the Secured Area130.05-1 Drivers operating a vehicle in the Secured Area must have a valid driver’slicense in their possession and an Airport ID Badge with Driver AuthorizationEndorsement.(a) State law, C.R.S. 42-2-104, all Colorado residents are required toobtain a Colorado driver’s license within 30 days of residency.130.05-2 Vehicle Operators are not required to obtain a Commercial Driver’s License(CDL) to operate dual-axle vehicles in the Secured Area provided the vehicles areunlicensed / unregistered, and as such cannot be driven over the road.130.05-3 Aircraft shall have the right-of-way over all vehicles.3Revised Effective January 1, 2013Denver Municipal Airport System Rules and RegulationsSource: Official Web site of Denver International Airport (business.flydenver.com)
