delegation attend<strong>in</strong>g the hear<strong>in</strong>g on the Initial State Party report <strong>in</strong> November, 2009.Representatives of civil society attended as observers. 35 However, there was no representationfrom <strong>child</strong>ren.3.2.4 Key issues raised <strong>in</strong> the Conclud<strong>in</strong>g ObservationsIn accordance with Article 45 of the Charter the ACERWC raised issues for follow up by <strong>Kenya</strong>concern<strong>in</strong>g issues such as education, <strong>child</strong> labour, teenage pregnancies, lack of access to facilitiesby <strong>child</strong>ren with disabilities, escalat<strong>in</strong>g cases of <strong>child</strong> abuse, and cont<strong>in</strong>ued practice of harmfultraditional practices on <strong>child</strong>ren, among others. The government is under obligation to respond tothese issues as well as make them widely known. The next report from <strong>Kenya</strong> is due <strong>in</strong> 2012, so atthe time of writ<strong>in</strong>g it was be<strong>in</strong>g prepared.3.2.5 CSO Forum on the ACRWCThe CSO Forum was formed <strong>in</strong> April, 2009 <strong>in</strong> Addis Ababa, Ethiopia. The aim was to provide aplatform and framework for Civil Society and the ACERWC to engage and develop a partnershipand to ensure a united voice on behalf of Africa’s <strong>child</strong>ren. The first Forum was held <strong>in</strong> April 2009and was organized by the Africa Child Policy Forum (ACPF), the Africa Wide Movement forChildren (AMC), Institute for Human Rights and Development <strong>in</strong> Africa (IHRDA), Plan International,Save the Children and World Vision. S<strong>in</strong>ce then it has become a regular event with sessions be<strong>in</strong>gheld semi-annually prior to the meet<strong>in</strong>g of the ACERWC. CSO representatives from <strong>Kenya</strong> haveattended the Forum with support from development partners. The Forum has helped build thecapacity of CSOs <strong>in</strong> regard to the Children’s Charter, enabled <strong>in</strong>formation-shar<strong>in</strong>g and l<strong>in</strong>ks acrossthe cont<strong>in</strong>ent and created awareness on the importance of network<strong>in</strong>g at national and regionallevel.Challenges In spite of the fact that the ACRWC is the regional human <strong>rights</strong> <strong>in</strong>strument for protection of<strong>child</strong>ren it is not as widely known as the UNCRC. IEC material on the ACRWC is not as readily available as that on the UNCRC, and this hasimpacted on the level of awareness. The late preparation for participation of members attend<strong>in</strong>g the CSO Forum means theyare not as prepared as they should be. The NGO Child Rights Committee has not fully utilized the network<strong>in</strong>g opportunitiescreated by the CSO Forum to create networks with other likem<strong>in</strong>ded coalitions <strong>in</strong> theregion.35The State Party delegation was led by the M<strong>in</strong>ister of Gender, Children Affairs and Social Development who was accompanied bythe Secreta<strong>ry</strong> for Children Affairs, the Chair of NCCS, staff from NCCS, <strong>child</strong>ren officers and other state officials. The NGOdelegation comprised of representatives from 3 CSOs and the chair of the NGO Child Rights Committee.30
