<strong>in</strong>clusive though it managed to conduct advocacy at national level. In order to address this situationand ensure that <strong>child</strong>ren had a voice, <strong>in</strong> 2011 the government through the Department of ChildrenServices facilitated the establishment of Children Assemblies <strong>in</strong> all the 47 Counties. The overallgoal of the Children Assemblies is to create a formal and susta<strong>in</strong>able mechanism for <strong>child</strong>ren toparticipate and <strong>in</strong>fluence policy through a guaranteed state funded mechanism. To facilitate this,Guidel<strong>in</strong>es for Establishment and Management of Children Assemblies, 2011 were developed byGoK <strong>in</strong> collaboration with UNICEF and CSOs. A Children Assemblies Charter which outl<strong>in</strong>es theprocedure of conduct<strong>in</strong>g bus<strong>in</strong>ess <strong>in</strong> the Assemblies has been developed. The <strong>Kenya</strong> NationalChildren Assembly has also been established at national level and has held an <strong>in</strong>itial meet<strong>in</strong>g <strong>in</strong> theold chambers of the <strong>Kenya</strong> parliament. Currently not all the County Assemblies are functional.The Guidel<strong>in</strong>es for Establishment and Management of Children Assemblies provide strategies thatseek to enhance participation by all <strong>child</strong>ren <strong>in</strong>clud<strong>in</strong>g those from marg<strong>in</strong>alized groups to ensuretheir <strong>in</strong>volvement at county and national level. The Assemblies are a boost to participation of<strong>child</strong>ren <strong>in</strong> matters that affect them as they provide an enabl<strong>in</strong>g environment. They also create anavenue through which county and national governments will be <strong>in</strong>formed on critical issues affect<strong>in</strong>g<strong>child</strong>ren <strong>rights</strong> and welfare such as education, health, HIV/AIDS, budget<strong>in</strong>g and <strong>child</strong> protection.In the last two years Children Assembly leaders have been elected by other <strong>child</strong>ren dur<strong>in</strong>gdemocratically held elections. Gender and social status were not a bar and as one <strong>child</strong> put it,“Be<strong>in</strong>g an orphan and a girl did not stop me from vy<strong>in</strong>g for the post. I am now well placed to fightfor the welfare of my fellow <strong>child</strong>ren especially those who are disadvantaged.”6.4 Children Voices ConferenceChildren’s Voices was started by “Children for Children”, a UK based charity organization with theaim of giv<strong>in</strong>g <strong>child</strong>ren a voice, celebrat<strong>in</strong>g <strong>child</strong>ren’s creativity and empower<strong>in</strong>g them to educateother <strong>child</strong>ren. This conference is organized by <strong>child</strong>ren and has been held <strong>in</strong> many othercountries across the globe. The objectives of the Children’s Voices Conference are:to create a forum for enabl<strong>in</strong>g <strong>child</strong>ren’s voices to be heard;to enhance diverse forms of expression among <strong>child</strong>ren;to enhance <strong>child</strong> participation; andto provide l<strong>in</strong>ks to other <strong>child</strong>ren’s organizations at a global level.<strong>Kenya</strong> held the first Children Voices Conference <strong>in</strong> 1998, an event <strong>in</strong>itiated and organized byChildlife Trust with support from the NGO and corporate sector. Organisations that supported theevent <strong>in</strong>clude WVI, KAACR, KENCEL, the Nation Media Group, Ford Foundation, Goal <strong>Kenya</strong>, NICBank, ScanGroup, Ker<strong>in</strong>get and DSTV. To date the private sector cont<strong>in</strong>ues to support the eventoverwhelm<strong>in</strong>gly through free advertis<strong>in</strong>g (bill boards and banners), airtime to discuss pert<strong>in</strong>entissues on both television and radio, pr<strong>in</strong>t<strong>in</strong>g of t -shirts and other material, refreshments, water andtransport for <strong>child</strong>ren to venues for the celebrations. Initially the organisation was done byparticipat<strong>in</strong>g organizations but as the concept of <strong>child</strong> participation took root <strong>child</strong>ren became an<strong>in</strong>tegral part of plann<strong>in</strong>g right from the outset. Currently the plann<strong>in</strong>g is done jo<strong>in</strong>tly by a <strong>child</strong> drivensteer<strong>in</strong>g committee with the support of the National Child Participation Sub-Committee.51
