- The capacity of key actors such as the Department of Children Services, the Police, the Judicia<strong>ry</strong>,l<strong>in</strong>e m<strong>in</strong>istries such as those <strong>in</strong> charge of <strong>child</strong>ren, f<strong>in</strong>ance, health, labour and education needs tobe enhanced to enable them fulfil the <strong>rights</strong> of <strong>child</strong>ren more efficiently and effectively at bothnational and county levels <strong>in</strong> l<strong>in</strong>e with the provisions of The Constitution of <strong>Kenya</strong>, 2010.- Government should allocate adequate resources to these offices to enable them meet them<strong>in</strong>imum standards <strong>in</strong> terms of facilities and operations as provided for <strong>in</strong> law and otherregulations.- More collaboration and network<strong>in</strong>g among CSOs is needed if they are to cont<strong>in</strong>ue champion<strong>in</strong>g thecause of <strong>child</strong>ren <strong>in</strong>clud<strong>in</strong>g ensur<strong>in</strong>g that law review is not delayed to the detriment of <strong>child</strong>ren.They should enhance their engagement <strong>in</strong> the ongo<strong>in</strong>g law review exercise to ensure <strong>child</strong>renissues rema<strong>in</strong> part of agenda.- The standard set by both the State Party and NGOs dur<strong>in</strong>g the second UNCRC report<strong>in</strong>g processshould be ma<strong>in</strong>ta<strong>in</strong>ed and even scaled up. The level of both <strong>child</strong> and adult participation <strong>in</strong> theentire process was commendable, time l<strong>in</strong>es were observed and <strong>child</strong>ren’s voices were captured <strong>in</strong>the reports.- The government should ensure Conclud<strong>in</strong>g Observations for both the ACRWC and the UNCRC arewidely dissem<strong>in</strong>ated <strong>in</strong> time and follow up made; a process that should <strong>in</strong>volve <strong>child</strong>ren as theultimate beneficiaries.- Civic education on the Constitution and other laws should be an on-go<strong>in</strong>g process tailored to fitdifferent target groups <strong>in</strong>clud<strong>in</strong>g <strong>child</strong>ren. This is critical now that many new laws are be<strong>in</strong>g enactedunder the current Constitution.- The CSOs should ensure that the new laws are simplified so that more <strong>child</strong>ren and adults canbenefit.- Civil Society Organisations should cont<strong>in</strong>ue partner<strong>in</strong>g with the media as a key partner to ensurelaws are dissem<strong>in</strong>ated and awareness on both positive and negative aspects of culture and theireffect on <strong>child</strong>ren is created on a cont<strong>in</strong>uous basis.- For proper implementation of laws government needs to ensure the necessa<strong>ry</strong> plans and<strong>in</strong>stitutions are <strong>in</strong> place.- The Government must ensure that eve<strong>ry</strong> county has an <strong>in</strong>tegrated center to provide medical care,accommodation, counsel<strong>in</strong>g, legal and psychosocial support to <strong>child</strong>ren who are victims ofviolence.- <strong>Kenya</strong> has made commendable progress on <strong>child</strong> participation, and effort on build<strong>in</strong>g the capacityof both <strong>child</strong>ren and adults should cont<strong>in</strong>ue. There should be deliberate effort by both governmentand CSOs to ensure marg<strong>in</strong>alized <strong>child</strong>ren <strong>in</strong>clud<strong>in</strong>g those with disabilities, from m<strong>in</strong>orities andmarg<strong>in</strong>alized groups are given special attention <strong>in</strong> the spirit of affirmative action.- Development partners should cont<strong>in</strong>ue with the support that they have been giv<strong>in</strong>g to bothgovernment and CSOs and consider scal<strong>in</strong>g it up to ensure <strong>child</strong>ren are able to access their <strong>rights</strong>as envisioned <strong>in</strong> The Constitution of <strong>Kenya</strong>, 2010.- A more detailed documentation of key processes <strong>in</strong> the <strong>child</strong>ren sector for learn<strong>in</strong>g purposesshould be undertaken <strong>in</strong> order to ensure <strong>in</strong>put from both <strong>child</strong>ren and adults nationally is capturedas well as the role played by all stakeholders.55
