In reality, not only are assets very unevenlydistributed, but <strong>in</strong>equality <strong>in</strong> this doma<strong>in</strong> has been <strong>in</strong>creas<strong>in</strong>g for severaldecades under the comb<strong>in</strong>ed effect <strong>of</strong> a succession <strong>of</strong> policy measuresfavour<strong>in</strong>g owners <strong>of</strong> large fortunes <strong>in</strong> France, lead<strong>in</strong>g to the consolidation<strong>of</strong> ‘<strong>in</strong>herited’ French <strong>capitalism</strong> (Philippon 2007). In 2003, the top decilepossessed nearly half <strong>of</strong> all French assets (47 per cent). This situation hasbeen worsen<strong>in</strong>g s<strong>in</strong>ce the 1980s, and even more so s<strong>in</strong>ce the 1990s, ow<strong>in</strong>gto successive tax breaks on the taxation <strong>of</strong> assets (<strong>in</strong>heritance, wealth and,more generally, capital taxes). Part <strong>of</strong> this tax relief is no doubtattributable to the symbolism <strong>of</strong> a policy <strong>of</strong> look<strong>in</strong>g after ‘the well-<strong>of</strong>f’; onthe other hand, another part <strong>of</strong> this relief exacerbates economic andsocial <strong>in</strong>equality on a last<strong>in</strong>g basis and, as po<strong>in</strong>ted out above, contributesto the lack <strong>of</strong> balance <strong>in</strong> budget deficits, which correspond<strong>in</strong>gly reducesthe scope for social policies to assist those who are worst-<strong>of</strong>f.4.4 Poverty: the crisis and a new social issueThere is a similar issue that has been, and still is be<strong>in</strong>g, thrown <strong>in</strong>tosharp focus by the economic crisis: namely the advance <strong>of</strong> poverty, thework<strong>in</strong>g poor and the economic policies responsible for these socialfissures. The crisis is not solely responsible for the rise <strong>in</strong> <strong>in</strong>security andpoverty, but it has <strong>in</strong>creased their magnitude.First, as we have said, the economic crisis has pushed up the <strong>of</strong>ficialunemployment figures. It has <strong>in</strong> addition augmented the unemployment‘halo’ (<strong>in</strong> other words, all situations fall<strong>in</strong>g mid-way betweenjoblessness, work and <strong>in</strong>activity). In August 2010, France had 2.7million category A unemployed persons (that is, those out <strong>of</strong> work andactively seek<strong>in</strong>g a job). At the same time, by tak<strong>in</strong>g account <strong>of</strong> people <strong>in</strong>atypical employment, DARES recorded almost 4.6 million unemployed.This figure is ris<strong>in</strong>g steadily. It encompasses situations such as joblesspersons undergo<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g, workers wish<strong>in</strong>g to work more (<strong>in</strong> otherwords, underemployment), those not registered with Pôle emploi (theFrench employment agency) and the discouraged unemployed.Moreover, the rise <strong>in</strong> unemployment is concentrated <strong>in</strong> a few sociodemographiccategories, first and foremost young people, whose joblessrate went up by 25 per cent between 2008 and 2010.
