Until about 20 years ago,<strong>in</strong>stitutions such as the <strong>in</strong>dustrial relations system, labour legislation andthe welfare state helped the economy as a whole, as well as large swathes<strong>of</strong> society to benefit from the success <strong>of</strong> its export-oriented <strong>in</strong>dustry thatwas based on high value added and high-quality manufactur<strong>in</strong>g, andreliant on ‘patient capital’ and skilled employees. The sudden monetary<strong>in</strong>corporation <strong>of</strong> East Germany, however, was followed by a decade and ahalf <strong>of</strong> thorough political and economic transformation, which <strong>in</strong> itsradicalism far outstripped the adjustments to the neoliberal ma<strong>in</strong>streamthat took place <strong>in</strong> most other EU countries (cf. Lehndorff et al. 2009). Asa result, the German model had a new look on the eve <strong>of</strong> the major crisis<strong>of</strong> 2008/2009: a re-energised and highly efficient export <strong>in</strong>dustry <strong>in</strong> anenvironment <strong>of</strong> <strong>in</strong>creas<strong>in</strong>g social and <strong>in</strong>stitutional dis<strong>in</strong>tegration andfragmentation. These contradictory circumstances are expla<strong>in</strong>ed <strong>in</strong> moredetail below, with the aim <strong>of</strong> better understand<strong>in</strong>g two issues: <strong>in</strong> whatway did Germany contribute to <strong>in</strong>itiat<strong>in</strong>g the crisis, and what role didGermany play <strong>in</strong> the outbreak and persistence <strong>of</strong> the euro crisis?2.1 Germany’s special role <strong>in</strong> the EurozoneThe start<strong>in</strong>g po<strong>in</strong>t for our analysis is the weakness <strong>of</strong> wage growth <strong>in</strong>Germany: nowhere else <strong>in</strong> the EU had workers’ pay risen as little as <strong>in</strong>Germany from the start <strong>of</strong> the decade until the onset <strong>of</strong> the crisis. Unitwage costs stagnated and even decl<strong>in</strong>ed somewhat <strong>in</strong> manufactur<strong>in</strong>g<strong>in</strong>dustry (Niechoj et al. 2011). This contributed to a huge <strong>in</strong>crease <strong>in</strong>export surpluses <strong>in</strong> the past decade.The export successes <strong>of</strong> German manufactur<strong>in</strong>g – mach<strong>in</strong>e build<strong>in</strong>g andmotor <strong>in</strong>dustries account for over one-third <strong>of</strong> goods exported fromGermany – are <strong>of</strong> course deeply rooted <strong>in</strong> a high degree <strong>of</strong> specialisationand product quality, the service orientation <strong>of</strong> companies and theiremployees’ skills and flexibility (Lehndorff et al. 2009). Nevertheless,as the Deutsche Bundesbank (2011a: 17) cautiously put it, Germany’sexport success <strong>in</strong> the past decade received ‘an impetus from theimprovement <strong>in</strong> price competitiveness’. 1 For <strong>in</strong>stance, it was no1.
