Maria Karamess<strong>in</strong>i.................................................................................................................................................................(ii) The scope <strong>of</strong> mediation and arbitration has been reduced to basicwages only, thus weaken<strong>in</strong>g the unions’ power aga<strong>in</strong>st <strong>in</strong>transigentemployers’ associations <strong>in</strong> negotiations on other provisions.(iii) Collective barga<strong>in</strong><strong>in</strong>g on wages was suspended <strong>in</strong> all publicutilities, agencies and undertak<strong>in</strong>gs where cuts <strong>in</strong> nom<strong>in</strong>al wages<strong>in</strong> 2010 and 2011 were <strong>in</strong>troduced by law. A recent law, <strong>in</strong> forces<strong>in</strong>ce 1 November 2011, brought about even more significant cutsby impos<strong>in</strong>g wage ceil<strong>in</strong>gs on adm<strong>in</strong>istrative personnel – <strong>in</strong>accordance with the new pay scale for civil servants – and def<strong>in</strong>eda maximum per capita monthly wage bill at €1,900. It goeswithout say<strong>in</strong>g that collective barga<strong>in</strong><strong>in</strong>g is now practically dead <strong>in</strong>this fundamental pillar <strong>of</strong> the pre-crisis wage-sett<strong>in</strong>g system whereunion power has been concentrated for decades.(iv) Suspension for 2012–13 <strong>of</strong> extension <strong>of</strong> the coverage <strong>of</strong> sectoraland occupational collective agreements to non-union members bythe M<strong>in</strong>ister <strong>of</strong> Labour. This <strong>in</strong>duces firms to quit employers’organisations, thus <strong>in</strong>directly underm<strong>in</strong><strong>in</strong>g collective barga<strong>in</strong><strong>in</strong>g atthe sectoral or occupational level and promot<strong>in</strong>g <strong>in</strong>dividualbarga<strong>in</strong><strong>in</strong>g between employers and employees on wages.(v) In case <strong>of</strong> overlapp<strong>in</strong>g issues and clauses, company-level collectiveagreements have precedence over sectoral and occupationalagreements, even if their provisions are less favourable for theemployee. Company-level agreements can now be signed not onlyby unions but also by associations represent<strong>in</strong>g at least three-fifths<strong>of</strong> a firm’s staff, who can easily be subjected to employermanipulation <strong>in</strong> small firms.On top <strong>of</strong> these changes, the Greek government is now negotiat<strong>in</strong>g withthe German government for the creation <strong>of</strong> four pilot Special EconomicZones <strong>in</strong> which taxation and labour law will be less restrictive for<strong>in</strong>vestors than <strong>in</strong> the rest <strong>of</strong> the national territory. In these zones wageswould be lower than nationally agreed sectoral and occupationalm<strong>in</strong>ima and might also fall below the national m<strong>in</strong>imum wage.Apart from <strong>in</strong>stitutional changes, the big rise <strong>in</strong> dismissals andunemployment underm<strong>in</strong>es union power even more. Almost allcollective agreements concluded <strong>in</strong> 2010–11 provide for wage freezes.
