The <strong>triumph</strong> <strong>of</strong> <strong>failed</strong> <strong>ideas</strong> – Introduction.................................................................................................................................................................<strong>European</strong> countries, political leaders are walk<strong>in</strong>g on th<strong>in</strong> ice. It is forthis reason that, by way <strong>of</strong> an example, Florence Jany-Catrice andMichel Lallement hope that the French presidential election campaign<strong>in</strong> 2012 will provide opportunities for a public debate on new approachesto tackl<strong>in</strong>g the <strong>European</strong> crisis and the ris<strong>in</strong>g social <strong>in</strong>equality.Similarly, look<strong>in</strong>g ahead to the federal parliamentary elections <strong>in</strong>Germany to be held <strong>in</strong> 2013 at the latest, and the massive popularmovement <strong>in</strong> 2011 aga<strong>in</strong>st nuclear energy which forced the presentgovernment to make a sudden U-turn on one <strong>of</strong> its core issues, politicalprospects for Germany, too, are not only bleak. The challengesdescribed <strong>in</strong> the follow<strong>in</strong>g chapters, however, po<strong>in</strong>t to the complexity <strong>of</strong>the challenges ahead. This is what Hans-Jürgen Urban means by a‘mosaic left’, namely a ‘Europe-wide movement, a heterogeneouscollective player, consist<strong>in</strong>g <strong>of</strong> different <strong>in</strong>itiatives, organisations andpersonalities’. He calls for a ‘multi-layered perspective [which] mustf<strong>in</strong>d its way <strong>in</strong>to the trade unions’ debates on strategy.’The term ‘multi-layered’ is crucial. The conclusions to be drawn fromLeschke, Theodoropoulou and Watt’s analysis <strong>of</strong> EU economic policygovernance is unambiguous. The EU s<strong>in</strong>gle market project <strong>in</strong> generaland EMU <strong>in</strong> particular are fatally flawed due to their unbalanced focuson free markets without adequate countervail<strong>in</strong>g social and labourstandards, and on price stability and austerity without adequatereference to susta<strong>in</strong>able economic development, employment and socialequity. The current ‘juggernaut <strong>of</strong> neoliberal policy reforms’, as DamianGrimshaw and Jill Rubery put it, is driv<strong>in</strong>g the <strong>European</strong> project ontothe rocks. An array <strong>of</strong> substantial reforms <strong>in</strong> both the short and themedium term is needed to prevent this from happen<strong>in</strong>g (for overviewson the debate on the most urgent reforms, see EuroMemo Group 2010;Degryse and Pochet 2011). Given the ongo<strong>in</strong>g crisis <strong>of</strong> the f<strong>in</strong>ancialsystem the most obvious measures <strong>in</strong>clude new EU-wide regulations onf<strong>in</strong>ancial markets (accompanied by more radical approaches, such asthe downsiz<strong>in</strong>g and restructur<strong>in</strong>g <strong>of</strong> the bank<strong>in</strong>g sector under publiccontrol and governance, to be tackled at national level), as well asreform <strong>of</strong> the <strong>European</strong> Central Bank to enhance its role as lender <strong>of</strong>last resort. Equally urgent, the upcom<strong>in</strong>g <strong>in</strong>stitutional design for a socalled‘economic government’, which is to <strong>in</strong>terfere with nationalgovernment budgets and labour market regimes to push through publicexpenditure and wage cuts, must be blocked to give countries moreroom to breathe and, not least, for the sake <strong>of</strong> democratic legitimacy.
