How do economic governance reforms and austerity measures affect <strong>in</strong>clusive growth.................................................................................................................................................................What do these recommendations reveal about the relative priority <strong>of</strong>fiscal consolidation – as pursued <strong>in</strong> the context <strong>of</strong> new economicgovernance and policies to deal with the debt crisis – over policies totackle poverty? A first <strong>in</strong>terest<strong>in</strong>g po<strong>in</strong>t is that the countries <strong>in</strong> receipt <strong>of</strong>f<strong>in</strong>ancial assistance from the EU and the IMF did not receive specificrecommendations from the <strong>European</strong> Commission this year but <strong>in</strong>steadwere called upon to implement the measures laid down <strong>in</strong> theirrespective memoranda <strong>of</strong> understand<strong>in</strong>g. At most, these memos conta<strong>in</strong>general clauses stipulat<strong>in</strong>g that the most vulnerable segments <strong>of</strong> thepopulation should be shielded from the impact <strong>of</strong> the fiscal consolidationmeasures. However, the specificity <strong>of</strong> actions to that end does notparallel those <strong>of</strong> reduc<strong>in</strong>g budget deficits, while measures <strong>of</strong> a morepositive nature that could actively help to reduce poverty are notmentioned at all (<strong>European</strong> Commission, 2011d; M<strong>in</strong>istry <strong>of</strong> F<strong>in</strong>ance-Hellenic Republic, 2011; Portuguese M<strong>in</strong>istry <strong>of</strong> F<strong>in</strong>ance and PublicAdm<strong>in</strong>istration, 2011). On the contrary, m<strong>in</strong>imum wage cuts have beeneffected already <strong>in</strong> Ireland and Greece and have been underconsideration <strong>in</strong> Portugal (Portuguese M<strong>in</strong>istry <strong>of</strong> F<strong>in</strong>ance and PublicAdm<strong>in</strong>istration, 2011). Last but not least, <strong>in</strong> plans for reform<strong>in</strong>g pensionand social security systems, ‘susta<strong>in</strong>ability’ clearly takes precedenceover adequacy <strong>of</strong> benefits; <strong>in</strong> fact, the latter is <strong>of</strong>ten simply not considered.Each <strong>of</strong> the rema<strong>in</strong><strong>in</strong>g 22 countries received a recommendation onbudgetary discipl<strong>in</strong>e (always the first recommendation), whereas therema<strong>in</strong>der <strong>of</strong> the recommendations vary considerably <strong>in</strong> content. Asregards the Europe 2020 priority <strong>of</strong> <strong>in</strong>clusive growth, labour market<strong>in</strong>clusion largely predom<strong>in</strong>ates over wider poverty prevention goals.Eighteen countries – and among them the three countries with thehighest employment rates – received recommendations on improv<strong>in</strong>glabour market participation with particular emphasis on strengthen<strong>in</strong>g<strong>in</strong>centives. 20 Recommendations on education and tra<strong>in</strong><strong>in</strong>g were issuedto 16 countries and <strong>in</strong> the field <strong>of</strong> pensions to another 16; aga<strong>in</strong>,<strong>in</strong>centives for labour market participation stand centre-stage (forexample, abolish<strong>in</strong>g early retirement schemes and <strong>in</strong>creas<strong>in</strong>g effective20. Recommendation 5 to the Euro area, for example, asks that they ‘pursue further taxreforms which give priority to growth-friendly sources <strong>of</strong> taxation while preserv<strong>in</strong>goverall tax revenues, <strong>in</strong> particular by lower<strong>in</strong>g taxes on labour to make work pay’. In asimilar ve<strong>in</strong> several countries are asked to reduce f<strong>in</strong>ancial dis<strong>in</strong>centives for secondearners or for low (and medium) paid workers.A <strong>triumph</strong> <strong>of</strong> <strong>failed</strong> <strong>ideas</strong> – <strong>European</strong> <strong>models</strong> <strong>of</strong> <strong>capitalism</strong> <strong>in</strong> the crisis 271
