The year of 2012 is the first year the postal and deli<strong>ver</strong>y market <strong>full</strong>y has opened to the world,allowing the participation of enterprises with 100% foreign capital under the WTO’s commitments.Being aware that the competitiveness of the postal market will be increasingly powerful as foreigncompanies enter the market, regardless of a lot of obstacles in production and business, domesticenterprises still continued to promote IT application in management, administration and opened morenew products and services in order to raise their revenue as well as deployed managementmechanisms innovation. At the end of 2012, the postal revenue reached 273.73 million (a 11.15%increase compared to 2011).The broadcasting market also achieved impressive results. These achievements were due todi<strong>ver</strong>sifying and improving the quality of services, constantly upgrading transmission and broadcastinginfrastructure to increasingly meet customers’ requirements. For only one year, the number of pay TVsubscribers has nearly doubled, bringing the total paid TV revenues reached 200.20 million USD.With an effort to build a modern administration to quickly meet the requirement in acceleratingthe development of the country, the application of information technology in the go<strong>ver</strong>nmentalagencies is continually boosted both in quality and quantity. Being mentioned in the recent reports,100% of state agencies have built websites/portals which provided 101,995 public services at level 1and 2; 1,662 public services at level 3 and 9 public services at level 4 (an increase by 3,356 publicservices at level 1 and 2; 802 public services at level 3 compared to 2011). In particular, This is thefirst year some units have started to deploy digital signature applications and a number of specializeddatabases has begun to be focused. Typically, the ranking of the level of IT application in 2012showed in the group of ministries, ministerial-level agencies, the Ministry of Information andCommunications increased from rank 7 in 2011 to the top position in 2012, the State Bank had a leapby 9 positions in the ranking (from 12 th position in 2011 to 3 rd position in 2012). At the same time, inthe group of provinces, Da Nang city continued to hold the highest position owing to the determinationof investment and harmonized solutions in IT application.The problem of information security is the most concerned problem which needs to be addressedto protect the security infrastructure, ensure the sustainable development of IT application in particularand the development of the whole sector in general.The training system for ICT human resources remained stable in terms of size and forms oftraining with 290 uni<strong>ver</strong>sities, colleges and the rate of uni<strong>ver</strong>sities, colleges enrollment in ICT subjectswas 10.83%. In 2012, there were 40,233 students graduated from ICT uni<strong>ver</strong>sities and colleges,169,302 ICT students were studying in uni<strong>ver</strong>sities and colleges and 57,917 students were actuallyenrolled. On the other hand, the number of vocational schools offering ICT training increased by 30units compared to 2011 and raise the total number of vocational schools up to 143 units. Howe<strong>ver</strong>, arate of enrollment in these vocational schools accounted for actually 11.97% ( a 2.77% decreasecompared to 2011).The regulatory environment for ICT is continuously completed to facilitate the development ofIT application and enhance the management and administration capacity of the go<strong>ver</strong>nment. In 2012,new policies focused on information security assurance in the electronic environment and nationalsecurity assurance like the Go<strong>ver</strong>nment’s decree amending some articles on anti-spam, the circularproviding a list of used IT products to be banned from import, th Prime Minister’s decision providingthe criteria for identifying vital telecommunications premises relating to the national security./.10
2. MỘT SỐ ĐÁNH GIÁ CỦA QUỐC TẾ VỀ NGÀNH <strong>CN<strong>TT</strong></strong>-<strong>TT</strong> VIỆT NAMSo với nhiều nước trên thế giới, <strong>CN<strong>TT</strong></strong>-<strong>TT</strong> Việt Nam là ngành kinh tế - kỹ thuật non trẻ tuynhiên đã đạt được những thành tựu ban đầu và đã được một số tổ chức xếp hạng quốc tế về ngành<strong>CN<strong>TT</strong></strong>-<strong>TT</strong> ghi nhận. Nằm trong khu vực Đông Nam Á, Việt Nam luôn được các nước trên thế giớiđánh giá cao không chỉ ở nền kinh tế tăng trưởng mạnh mà còn ở ngành <strong>CN<strong>TT</strong></strong>-<strong>TT</strong> vươn lên từ mộtnước hạn chế năng lực <strong>CN<strong>TT</strong></strong>-<strong>TT</strong> đến đạt được xếp hạng ấn tượng trên bản đồ thế giới.<strong>2.1</strong> Xếp hạng chung về <strong>CN<strong>TT</strong></strong>a) Chỉ số phát triển <strong>CN<strong>TT</strong></strong>-<strong>TT</strong> (IDI)Theo xếp hạng trong Báo cáo Đo lường xã hội thông tin 3 của Liên minh Viễn thông Quốc tế vềchỉ số phát triển <strong>CN<strong>TT</strong></strong>-<strong>TT</strong>, Việt Nam tiếp tục tăng 5 bậc từ 86/152 lên 81/161, vươn lên xếp vị trí thứ4 khu vực Đông Nam Á và đứng 12/27 nước châu Á - Thái Bình Dương (2011). Trong 10 năm (2002-2011), Việt Nam đã bứt phá ngoạn mục từ vị trí 107 lên vị trí 81 tăng 26 bậc.
