Introduction LetterDr. Nguyen Bac SonOn behalf of the Ministry of Information and Communications, it’s an honorfor me to introduce to readers the <strong>2013</strong> White Book about Viet Nam’s Informationand Communication Technology (ICT). This is an annual official publication of theNational Steering Committee on ICT and the Ministry of Information andCommunications from 2009, which has been built based on information and datasynthesized from related ministries, associations, provincial departments of ICT,enterprises and ICT training institutions throughout the country.In 2012, the Central Committee of the Party XI issued Resolution No. 13-NQ/TW on building a harmonized infrastructure system in order to make our countryto become an industrialized and modernized nation by the year of 2020. Theresolution has also reinforced the determination, and has created a motivation to thesector of Information and Communications to boost the development of theinformation infrastructure together with the national programs and projects to be ableto contribute to the economic and social development for the sake of industrializationand modernization of the country. This year also witnessed that the Ministry ofInformation and Communications strengthened to steer the implementation of thenational plan on digitizing the transmission and broadcasting terrestrial television andmarked 15 years of formation and development of the Internet in Viet Nam. Thus,these important issues will be analyzed in this White Paper. In addition, in order tomeet the demand of ICT statistics as well as to promote the ICT sector, the <strong>2013</strong>White Paper will be updated on evaluations and rankings of internationalorganizations about Viet Nam’s ICT sector and some other useful contents.The Ministry of Information and Communications believes that the releaseof the White Paper will facilitate to evaluate more accurately about Viet Nam’s ICTfor many local and international organizations and individuals as well as toincreasingly satisfy the readers’ demand on looking and updating ICT information.The Ministry of Information and Communications hopes that the White Paper will bea useful reference for state agencies, organizations, domestic and foreign enterprises,and will play an important role in promoting the ICT development and application inViet Nam.Finally, the Ministry of Information and Communications and the NationalSteering Committee on ICT would like to express their sincere thanks to agencies,organizations, associations, businesses and ICT training institutions involvednationwide, especially to the General Statistics Office, Foreign Investment Agencyand Business Registration Management Agency - Ministry of Planning andInvestment, General Department of Customs - Ministry of Finance, GeneralDepartment of Vocational Training - Ministry of Labour - Invalids and SocialAffairs, and Ministry of Education and Training for their valuable contribution andcooperation to the compilation and release of this document.
