THE INTRODUCTION OF THE NATIONAL PLAN ON DIGITALIZATION OFTERRESTRIAL TELEVISION BROADCASTING TRANSMISSION TO 2020On December 27 th ,2012, the Prime Minister issued the Decision No. 2451/QD-TTg approvingthe national plan on digitalization of terrestrial TV broadcasting transmission to 2020. It is necessary toindentify objectives, principles, itinerary and solutions to promote totally digitalization of the systemof analogue terrestrial TV broadcasting transmission in Viet Nam.Objectives and itinerary:To convert terrestrial TV broadcasting transmission infrastructure from the analogue technologyto the digital technology (shortly called digitalization of the terrestrial TV broadcasting transmission)in order to raise the quality service, increase the number of program channels, diversify the forms ofservices, improve the efficiency of using radio frequency and liberate a part of frequency resources todevelop broadband mobile services.To expand the coverage of digital terrestrial TV in order to serve tasks on political, nationaldefense and security issues of the Party and State as well as to ensure the diversity, variety and highqualityof TV services to meet the needs and incomes of people.To facilitate to re-organize and re-arrange all TV and radio stations all over the country towardspecializing to ensure effective activities on the basis of separating TV content activities and the TVbroadcasting transmission activities.To form and develop the market of transmission, broadcasting digital terrestrial TV to attractsocial resources to develop TV broadcasting and transmission infrastructure. To serve the developmentof economy and society on the basis of the State’s uniform and efficient management.According to the plan, the itinerary of digitizing analogue terrestrial TV in Viet Nam is dividedinto four periods:Period I: Digitize terrestrial TV broadcasting and transmission at 05 central cities: Ha Noi(before being expanded), Ho Chi Minh City, Hai Phong, Da Nang, Can Tho . Tentatively, broadcastingTV channels via analogue terrestrial TV infrastructure will be ceased and converted to broadcastingvia digital terrestrial TV infrastructure before December 31 st , 2015.Period II: Digitize terrestrial TV broadcasting and transmission at 26 provinces: Ha Noi(expanded areas), Vinh Phuc, Bac Ninh, Hai Duong, Hung Yen, Quang Ninh, Thai Nguyen, ThaiBinh, Ha Nam, Nam Dinh, Ninh Binh, Bac Giang, Phu Tho, Khanh Hoa, Binh Thuan, Ninh Thuan,Binh Duong, Dong Nai, Ba Ria - Vung Tau, Long An, Tien Giang, Ben Tre, Vinh Long, Dong Thap,An Giang, Hau Giang. Tentatively, broadcasting TV channels via analogue terrestrial TVinfrastructure will be ceased and converted to broadcasting via digital terrestrial TV infrastructurebefore December 31 st , 2016.Period III: Digitalise terrestrial TV broadcasting transmission at 18 provinces: Thanh Hoa, NgheAn, Ha Tinh, Quang Binh, Quang Tri, Thua Thien - Hue, Quang Nam, Quang Ngai, Binh Dinh, PhuYen, Lam Dong, Binh Phuoc, Tay Ninh, Tra Vinh, Soc Trang, Bac Lieu, Ca Mau, Kien Giang.Tentatively, broadcasting TV channels via analogue terrestrial TV infrastructure will be ceased andconverted to broadcasting via digital terrestrial TV infrastructure before December 31 st , 2018.Period IV: Digitalise terrestrial TV broadcasting transmission at the remaining provinces: HaGiang, Cao Bang, Bac Kan, Tuyen Quang, Lao Cai, Yen Bai, Lang Son, Dien Bien, Lai Chau, Son La,Hoa Binh, Kom Tum, Gia Lai, Dak Lak, Dak Nong. Tentatively, broadcasting TV channels viaanalogue terrestrial TV infrastructure will be ceased and converted to broadcasting via digitalterrestrial TV infrastructure before December 31 st , 2020.34
