VIET NAM INTERNET IN 15 YEARS - INTEGRATION AND DEVELOPMENTEntering the 15th year since the first day Viet Nam officially connected to the global Internetnetwork, through many difficulties and challenges, Internet Viet Nam has experienced a strong growthwith great achievements, boosted the social - economic development and enhanced quality of life.Compared to other areas and sectors of the society, 15 years was the first step of preparing thefoundation for the future, but for the Viet Nam Internet, the process of development since 1997 hasmarked and shown the robustness in both innovative thinking and the strategic importance of theGovernment to the role of the Internet, in the ongoing efforts of businesses, and in the support andactive participation of the people in the modern science and technology of the world.The process of Internet entering Viet Nam began in 1992, when the Institute of InformationTechnology Institute belonging to the National Natural Science and Technology Academy (nownamed Viet Nam Academy of Science and Technology) hired Internet as an Australian long distancetelecommunication service. In 1994, the Prime Minister of Sweden and the Prime Minister of VietNam, Mr. Vo Van Kiet, exchanged e-mails through this connection. Especially, the CentralConference VIII on Science and Technology, Education and Training, the Party Central Committeehas agreed on principles with the report of the Party Commission at the General Post Office at themeeting: open Internet in Viet Nam. Immediately after that, the Government issued the DecreeNo.21/CP dated May 03 rd , 1997 on "Temporary rules on management, establishment and use of VietNam Internet network" with the motto "Development together with managment", establishing theinitial legal basis for Internet activities in Viet Nam.With active preparation, on November 19 th , 1997, at the head office of the General Post Officelocated at 18 Nguyen Du Street, Ha Noi (now named the Ministry of Information andCommunications), the Global Internet Connection Ceremony was solemnly held. Since then, in orderto keep pace with development, many of the major policies have been enacted and changedaccordingly, such as the Decree No.55/2001/ND-CP on August 03 rd , 2001 on management, provisionand use of Internet services, and then the Decree No. 97/2008/ND-CP dated August 28 th , 2008 on themanagement, provision and use of Internet services and electronic information on the Internet. Thesepolicies have contributed to the rapid development of Internet Viet Nam to keep up with the worldtrends today.Internet is the development trend of the modern world, a method to exchange informationquickly, creating sustainable development and improving the quality of life for the people and forsociety. The development of the Internet has brought many great benefits to the economy of eachcountry and to the world. In recent years, the economic recession has shown even more evidence of therole of the Internet in helping businesses cut costs, access to customers, and escape quickly from thecrisis to survive and grow.At the 10 years of Internet Viet Nam ceremony that took place in 2007, Internet was consideredto be developing in the right direction of the Party and State and into the lives of individual people, inthe work of most all agencies, organizations, businesses, and has created a driving force to promotesocial economic development in Viet Nam. Internet has become an indispensable part and played avery important role in the development of e-government, e-commerce and especially the informationsociety and knowledge economy.30
