1. O<strong>ver</strong>view of International cooperation in 2012-<strong>2013</strong> period:International cooperation in ICT sector has long since been recognized as anindispensable component in scientific, economic and diplomatic partnerships between VietNam and other nations in the world.In effort to realize the National strategy of Socioeconomic development by 2020, inwhich ICT is considered as “the fundament of national infrastructure”, Ministry ofInformation and Communications has been promoting bilateral cooperations by takingadvantage of high-level delegations exchange, initiating and signing partnershipagreements, actively participating in intergo<strong>ver</strong>nmental panel, which have contributed tocreating favorable opportunities of trade and investment promotion, reception oftechnology transfer as well as human resource development for Viet Nam, supporting thestable and sustainable sectoral growth rate of 25-30% per year. In 2012, in order to supportdomestic ICT enterprises in exploring new emerging and potential market opportunities,aside from such traditional partners as Japan, Korea, China, USA, European and Aseanregions, Viet Nam has expanded cooperation partnerships in ICT sector to countries inAfrica, Southern America and Middle East regions.On plurilateral perspective, Viet Nam has also earned wide reputation as aresponsible and active member in international organizations, while balancing nationalrightful interests and common interests in international society. Status of Viet Nam ininternational ICT-specialized organizations has been remarkably heightened thanks toproactive contributions to international and regional ICT fora, successful chairmanships intechnical organizations or working groups, etc. Via multilateral cooperation channel, VietNam has effectively taken advantage of supports from international and regional partners,in terms of technical and legal consultations or capacity building programs, to serve thenational development goals in ICT sector.Since the accession to the World Trade Organization (WTO) in 2007, withincreasingly active participation in variety of global free trade and investment agreements,Viet Nam has become a potential economic partner with a great number of countries andregions worldwide. Upon realizing the policy to liberalize domestic ICT market and attractforeign investors, Viet Nam has now become a favourite investment destination for most oftop-ranking multi-national ICT corporations in the world. In 2012, foreign directinvestment (FDI) in the domains of telecommunications and information technology inViet Nam has accelerated with total volume of USD 3.95 billion for 845 projects including99 (newly-)granted and 22 expanded ones accounting for USD 416.91 million.External economic activities in Viet Nam’s ICT sector have been innovated inimplementation methodology and achieved fruitful outcomes. Apart from sources offunding from official development assistances (ODAs) and Non-go<strong>ver</strong>nment organizations(NGOs), thanks to flexible adoption of new cooperation models such as bilateralpartnership agreement or Public-Private partnership (PPP), MIC has managed to mobilizeabundance of financial support from other sources to serve the execution of sectoralmissions including administration capacity building, legal framework improvement,technology innovation and uni<strong>ver</strong>salization of ICT in society. Human resourcedevelopment and training activities in ICT have also switched target and strategy fromdomestic to international labour market with enchanced competitiveness, contributing toturning Viet Nam into a knowledge economy.124
