Phase 3: <strong>Action</strong> Planning Process and NAS Development — This stage is wherethe actual NAS effort began to take shape as a written document. Specific projects,funding sources, and timelines were proposed with input from <strong>City</strong> staff andneighborhood residents. Tasks accomplished during this phase included:• Building consensus on the main goals, objectives, and recommended actions• Identifying how the issues can be addressed• Developing strategies, recommendations, and related commitments needed forimplementation• Establishing programs, products, and activities to implement the NAS• Drafting the first written NAS document, including budgets and timelinesPhase 4: Implementation and Monitoring — Once neighborhood residents and <strong>City</strong>staff agree upon the proposed NAS plan, the written document is presented to the <strong>City</strong>Manager and <strong>City</strong> Commission for approval. Upon <strong>City</strong> Commission adoption <strong>of</strong> theNAS, staff and residents will begin implementing the projects and other initiatives asoutlined in the plan document. Staff and residents will:• Define roles and responsibilities• Establish internal (<strong>City</strong>) mechanisms to implement the plan and to track progress• Collect data on crime rates, code compliance citations, etc.• Continue to research and seek other available funding sourcesPhase 5: Data Tracking, Evaluation, Feedback, and Revision — This final phaseserves as a measurement <strong>of</strong> the effectiveness the NAS plan, including implementation.It entails:• Analyzing various indicators and identifying patterns and/or changes• Providing results to service users and providers• If necessary, revising recommendations to best accomplish originally identifiedgoals and objectives<strong>Arlington</strong> <strong>Park</strong> <strong>Neighborhood</strong> <strong>Action</strong> <strong>Strategy</strong> 11
