NEIGHBORHOOD ACTION STRATEGY METHODOLOGYThe Arlington Park NAS is the result of a collaborative effort between Arlington Parkstakeholders and the City of Sarasota to improve the overall quality of life in ArlingtonPark via a comprehensive strategic planning process.As approved by the City Commission in July 1999, the NAS process uses a step-bystepapproach to involve neighborhood residents, identify issues, and developworkable solutions. The City of Sarasota Neighborhood Partnership Office staff andstudent interns gathered background information on existing conditions. Through aseries of meetings with the Arlington Park Neighborhood Association, technicalinformation was collected to assist in the development of goals, objectives andrecommended actions. In general, the NAS process followed five phases as outlinedbelow.Phase 1: Neighborhood Profile — A neighborhood profile was prepared using datafrom various City departments, two surveys, and a pictorial description by residents:• An Existing Conditions Survey of the neighborhood was developed and compiledby interns to provide physical data of the neighborhood as a whole.• A Satisfaction Survey (with postage-paid return envelope) was sent to every parceladdress within the Arlington Park neighborhood to identify specific areas of concernand obtain feedback on current neighborhood issues and services.• A camera exercise was initiated that consisted of residents photographing subjectsthey felt were assets and liabilities to the neighborhood.Phase 2: Partnership Building and Community-Based Issue Analysis — Issuesidentified during Phase 1 were analyzed during this second phase. Some of thequestions addressed here included:• What are the major issues affecting the neighborhood?• How do residents and others perceive the neighborhood?• What is the quality of the existing services that are provided?• What services can be added or improved?• What can be done to build on the strengths of the neighborhood while alsoimproving upon the weaknesses?Arlington Park Neighborhood Action Strategy 10
Phase 3: Action Planning Process and NAS Development — This stage is wherethe actual NAS effort began to take shape as a written document. Specific projects,funding sources, and timelines were proposed with input from City staff andneighborhood residents. Tasks accomplished during this phase included:• Building consensus on the main goals, objectives, and recommended actions• Identifying how the issues can be addressed• Developing strategies, recommendations, and related commitments needed forimplementation• Establishing programs, products, and activities to implement the NAS• Drafting the first written NAS document, including budgets and timelinesPhase 4: Implementation and Monitoring — Once neighborhood residents and Citystaff agree upon the proposed NAS plan, the written document is presented to the CityManager and City Commission for approval. Upon City Commission adoption of theNAS, staff and residents will begin implementing the projects and other initiatives asoutlined in the plan document. Staff and residents will:• Define roles and responsibilities• Establish internal (City) mechanisms to implement the plan and to track progress• Collect data on crime rates, code compliance citations, etc.• Continue to research and seek other available funding sourcesPhase 5: Data Tracking, Evaluation, Feedback, and Revision — This final phaseserves as a measurement of the effectiveness the NAS plan, including implementation.It entails:• Analyzing various indicators and identifying patterns and/or changes• Providing results to service users and providers• If necessary, revising recommendations to best accomplish originally identifiedgoals and objectivesArlington Park Neighborhood Action Strategy 11
