employees as “short-cuts.” Large delivery trucks have also been seen traversing theneighborhood. Dense traffic increases the level of noise in the area and this traffic isperceived as a genuine problem in the neighborhood. In order to work with thehospital on this issue, it was recommended that the neighborhood request a seat onand regularly attend meetings of Sarasota Memorial Hospital’s Neighborhood AdvisoryCouncil to enhance efforts in reducing cut-through traffic, as well as other hospitalrelatedissues that impact the Arlington Park neighborhood.Residents have observed that existing traffic calming measures have proveninadequate. Comments in both the NAS forums and Satisfaction Survey results claimthat speed humps are less than efficient. Citizens felt speed humps induce road rageand do not deter large vehicles like trucks. Some speed humps have been paved overin recent road resurfacing projects, reducing their effectiveness. Neighbors believethat police officers are the preeminent deterrent for speeding, but they have not seenany large-scale efforts by the City to police these neighborhood streets. During theforums, it was suggested that the City’s Engineering Department facilitate a trafficcalming study and that the neighborhood develop a traffic calming task force. A trafficcircle at the intersection of Temple Street and School Avenue, a result of a previoustraffic calming study, is scheduled to be completed in the 2005-2006 fiscal year andwill effectively slow traffic at this location. Implementing the regular use of the PoliceDepartment’s “Smart Trailer” in the neighborhood, which displays drivers’ speeds, andpossibly installing permanent radar speed display signs on problem streets wasdiscussed as a means to slow traffic. Installing red-colored reflectors or flowers toincrease visibility at traffic calming devices was also suggested by residents.Residents say that signage could be improved. They claim stop signs seem to beirrationally placed and dead-end signs are lacking. There was also mention ofadditional signage to regulate delivery trucks on residential streets. Some residentsare not even aware of the speed limit within their own neighborhood. It has beenrecommended that appropriate signage be installed on streets where needed and thatresidents assist in providing these locations. Lastly, to enhance pedestrian safety,citizens advised evaluating the intersections of US 41 and Bahia Vista Street,Waldemere Street, Hillview Street, and Webber Street to study a safer connection tothe Arlington Park neighborhood for pedestrians crossing US 41. Infrastructure and Related ServicesOn the subject of infrastructure, frequent commentsfrom the NAS forums and Satisfaction Surveyresponses alluded to a desire for more street lightingand sidewalks in the neighborhood. Residents feltadditional lighting and sidewalks would have the effectof decreasing criminal incidents and enhancingpedestrian safety. The stakeholders particularly likedthe decorative street lighting that was installed on EastAvenue several years ago and would like to see thatsame type of lighting on other well-traveled streets inthe neighborhood. Two locations recommended werethe Waldemere and Hyde Park Street corridors. Theinstallation of decorative lighting on these streets isconsidered the top funding priority of the residents.Residents also asked that new streetlights be installed, where feasible, onto existingFPL poles at blocks currently without lights. A point of reference for such locations isthe Existing Conditions Survey for streetlights, found on page 85.Regarding sidewalks, an Arlington Park "SidewalkTask Force," will be created to develop a means ofevaluating the needs and desires of theneighborhood for new sidewalk locations and willsubmit proposed locations to the City forassessment. This will allow the neighborhood toprioritize streets where sidewalks are requested.Citizens also recommended a new Park sidewalkimmediately west of the pool and adjacent to theplayground, to connect Hawthorne and WaldemereStreets. Connecting the sidewalk on the south sideDecorative light pole at East Avenueand Clematis StreetSidewalk leg from Waldemere Street thatends in Arlington Park playground areaof Waldemere Street, adjacent to the Park, was also requested. Residents believeboth of these measures, which they consider to be funding priorities, will enhance parkconnectivity.
