FINANCING, IMPLEMENTATION, AND MONITORINGThis plan lists all the projects, programs, and improvements the stakeholders of theArlington Park neighborhood recommend for improving the area. The responsibleagents charged with implementing the recommended action items are depicted, alongwith proposed timeframes. The cost for these various items are also listed. The costsgiven are estimates provided by the appropriate departments and are subject tochange as projects become more refined. Costs will be verified and finalized prior toimplementation of specific action items.Adequate funding is a key element in successfully revitalizing a neighborhood. Thisdoes not mean all City resources will be diverted to one neighborhood per year.Rather, it means giving neighborhoods priority for funding, such as capitalimprovements. Capital improvement projects include installing new curb and gutter,sidewalks, streets, lighting, etc. Also, neighborhood associations may obtainneighborhood grants through the City’s Neighborhood Partnership Office, as well asSarasota County for small-scale projects. Hence, funding already exists for some ofthe recommendations. However, funding for other projects must still be secured.Resources will be researched and submitted by City staff. It is important to note thatArlington Park will be the first NAS neighborhood to utilize the City’s recently adopted“NAS Improvement Fund” of $300,000, managed by the Neighborhood PartnershipOffice. These dollars effectively replace the Community Development Block Grant(CDBG) funds that were used in past NAS neighborhoods and have since beenreallocated.Monitoring the implementation and effectiveness of the Arlington Park NAS requiresregular site visits, attending neighborhood association meetings, and internal meetingswith all involved City departments. A status report will be used to track theimplementation status of the different recommendations, actions, and projects.Analyzing data indicators will help City staff and neighborhood stakeholders realize thechanges in neighborhood conditions, measure the progress of the NAS, and respondproactively to destabilizing trends.Arlington Park Neighborhood Action Strategy 24
