departments are already being coordinated by the BDO at Blocklevel.2.2. MODE OF RECRUITMENT:(i) The posts of State Coordinators, BTM & SMS at Block level andComputer Programmer (at State & District Level) are to be filled oncontract basis with lump-sum remuneration. All other posts may befilled by deputation/secondment/appointment/selection fromamong eligible candidates in the GovernmentDepartments/Organisations or the private sector for the schemeperiod or such other mode as the State Government may deemappropriate. If the State Government deems appropriate in order tohave the functionaries in place quickly, regular vacancies also may befilled on contractual basis, by limiting the total remuneration to thegross emoluments at the minimum of scale, till the time thesevacancies are filled using any other mode indicated above. Thecontractual staff may be preferably engaged through an agencyidentified by the State in view of the long term ramifications of hiringcontractual staff directly. Even if contractual employees are hiredthrough a placement agency, it must be ensured that employeesget at least the emoluments stipulated in these <strong>Guidelines</strong> byinsisting on payment by cheque to them. The service charges forthe agency could be met from the operational expenses providedat State, District and Block levels in the <strong>ATMA</strong> cafeteria. TheStates may also follow any other procedure prevalent in the State forhiring contractual staff.(ii) If the officer entrusted with the responsibility of engaging /appointing is performing his / her duties as an additional charge, he /she should proceed with the selection / appointment process instead ofwaiting for a regular incumbent to join.<strong>Guidelines</strong> for Modified ‘Support to State Extension Programmes for Extension Reforms’ Scheme, 201023
