System/ Research Agencies at different levels of implementation.State Agricultural Universities (SAUs) and Krishi Vigyan Kendras(KVKs) have to be fully involved not only in preparation of SREPand Extension Work Plans but also in implementation of variousprogrammes in the field. They will be represented in all bodies,namely, <strong>ATMA</strong> GB and <strong>ATMA</strong> MC in districts, SLSC/ IDWGs atState level, BTT - BFAC Meetings at Block level and in the PolicyCommittee at the national level. In addition, each KVK scientistmay be made in charge of one or more Blocks within the district.The KVK Scientist will technically advise the BTT and willalso be actively involved in preparation of BAPs, especiallywith regard to research related issues/gaps and strategies. Hewill also take feedback for his colleagues in the KVK inrespect of their respective areas of expertise. Detailed<strong>Guidelines</strong> for achieving effective Research - Extension – FarmerLinkages are given at Annexure V.5.1.4. Convergence with Development Departments: Necessaryconvergence with all line departments is to be ensured throughtheir involvement in the process of preparation of SREP and WorkPlans at Block, District & State levels. Work Plans to be submittedto SLSC for funding under the Scheme should explicitly specifyactivities to be supported from resources of other schemes andthose proposed under <strong>ATMA</strong> Programme. Moreover, necessaryconvergence is to be ensured through integration of CDAPs andDistrict Agriculture Action Plans (DAAPs) – all of which will forman integral part of State Agriculture Plan to be approved by StateLevel Sanctioning Committee (SLSC) under Rashtriya Krishi VikasYojana (RKVY). In addition, the Scheme also provides for activeinvolvement of Panchayati Raj Institutions (PRIs) in the selection ofbeneficiaries for various farmer oriented activities, includingselection of Farmer Friend.<strong>Guidelines</strong> for Modified ‘Support to State Extension Programmes for Extension Reforms’ Scheme, 201039
